    Description

    The purpose of this class is to plan, coordinate and facilitate activities related to the enforcement of prevailing laws and City Executive Orders that establish policy against discrimination and harassment, and violence in the workplace.

     

    Examples of Duties

     

    1. Researches and performs detailed investigations of allegations of violations of City ordinances and policies regarding discrimination, harassment and workplace violence.

    2. Prepares statements of departments’ positions on specific issues.

    3. Provides relevant information in grievance and arbitration hearings.

    4. Arranges the time, date, location and attendance of relevant parties at conferences and hearings.

    5. Counsels and advises employees on policies, procedures and workplace concerns.

    6. Liaisons among employees and service providers in the provision of employee assistance services.

    7. Supervises clerical and technical support staff.

    8. Ensures timely responses to allegations of policy violations.

    9. Confers with, advises and provides recommendations to agency managers and supervisors to help ensure correction of policy violations and City-wide compliance with applicable workplace laws and policies.

    10. Receives and investigates citizen complaints relative to civil rights and Americans with disabilities, and coordinates compliance with various City departments and civil rights agencies.

    11. Performs community outreach and education functions relative to the elimination of discriminatory practices within the City of Detroit.

    12. Works on special projects individually or as a team leader or member.

    Minimum Qualifications

    Bachelor’s Degree, preferably in human resources, employee relations, public administration, business management, business administration or a related field. Advanced training or continuing education in human resources management or labor laws and practices preferred.

     

    Three (3) years of experience facilitating and/or providing technical support in the management of human resources and/or labor relations services in multiple functional areas including, but not limited to, work place violence and discrimination and harassment or in the adjudication of legal matters related to the provision of those services.

    RETIREMENT BENEFITS

    City Employees Retirement System

    As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

     

    • Completion of thirty (30) years of service;

     

    - At age sixty (60) if you have at least ten (10) years of service, or

     

    - At age sixty-five (65) with eight (8) years of service.

     

    • In the event of disability, other eligibility rules apply);

     

    - An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

     

    • Employees are vested after ten (10) years of service, regardless of age.
