The Role:
Within the Real Estate and Construction Services Division, Project Management manages the State’s Vertical Construction Projects from each project’s pre-design phase through design, construction and closeout phases.
Project Management operates in four teams; each team is led by an Assistant Director of Project Management (ADPM). These teams are comprised of Construction Services Project Manager and Building Construction Specialist classes of professionals. This division is collectively responsible for $2,170,000,000.00 in design and construction projects for 24 State Agencies.
Project Managers class of profession is the owner’s project representative for the State, and oversee multiple assigned projects of varying cost, phase, type, agency, and complexity. Project assignments are Statewide; with the Headquarters in Hartford. Selected Candidates will be accepting this position knowing that their assignments could cover the whole State.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for directing staff engaged in management, direction and oversight of assigned design and construction projects.
EXAMPLES OF DUTIES
+ Directs staff and operations of division;
+ Coordinates, plans and manages division activities;
+ Formulates program goals and objectives;
+ Develops or assists in development of related policy;
+ Interprets and administers pertinent laws;
+ Evaluates staff;
+ Prepares or assists in preparation of division budget;
+ Maintains contacts with individuals both within and outside of division who might impact program activities;
+ Manages analysis and interpretation of reports and test results of engineering projects;
+ Ensures department meets objectives of complex agency project program including size, quality and schedule;
+ Coordinates contracts with client agencies to determine and meet their needs and manages all phases of complex projects from inception through design and construction;
+ Establishes resource requirements;
+ Determines availability of funding;
+ Responsible for monitoring and overseeing project budgets and ensuring project costs remain within budget;
+ Assists in program coordination of projects assigned to section including coordination of technical function with architectural and/or engineering projects;
+ Participates in selection and supervision of architectural and engineering firms, contract administration, review and approval of Technical Assistance reports;
+ Negotiates or assists in negotiating fees, terms and conditions;
+ Assists in planning organizational meetings with consultants, agencies and Construction Services staff to establish work schedules and develop and prepare items for Bond Commission agenda;
+ Conducts project coordination meetings;
+ Analyzes problems and recommends solutions;
+ Prepares reports for client agency and administration;
+ Oversees or manages project management system for all projects assigned to unit;
+ Ensures tracking systems and intra-unit communications are kept up to date;
+ Updates Technical Assistance reports to conform with regulations;
+ Approves proceed orders and change orders;
+ Negotiates contracts, analyzes designs and oversees construction works on projects;
+ Coordinates with agency for timely completion;
+ Identifies issues potentially affecting program throughout entire process;
+ Prepares training materials and participates in training technical staff;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ and ability to apply management principles and practices;
+ relevant state and federal laws, statutes and regulations;
+ relevant agency policies and procedures;
+ administration of project management programs including scheduling and financing;
+ Knowledge of principles and practices of engineering, architecture, construction management or facilities management and relationship to building construction and design of buildings, airports, recreational facilities, shore protection structures, power plants, sanitary and water systems and electrical systems;
+ Considerable

+ Ability to coordinate all technical and administrative work.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in the field of project management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a lead capacity in the functions of the design and/or construction of large building projects and utilities.
NOTE:
+ For state employees lead capacity is interpreted at the level of a Design Engineer 3 or Construction Services Project Manager.
+ Certification as a registered architect or engineer is also interpreted as lead capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in architecture, engineering, construction management or facilities management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
+ Experience in successfully managing a public or institutional building design and construction project with a value greater than $40 Million
+ Experience managing staff and assigned consultants
+ Experience as the financial management lead of Public or Private Design and Construction Projects
+ Experience leading contract and change order negotiations
+ Experience in supporting public or private-sector clients on design and construction services
+ Possession of a Bachelor’s degree in Architecture, Engineering (mechanical, electrical, architectural, civil) or Construction Management
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC-American Institute of Constructors) or Certificate as an Engineer in Training (EIT-National Council of Examiners for Engineering and Surveying).
+ Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and to a moderate degree of discomfort from year-round weather conditions.
