    The Idaho Public Utilities Commission has an exciting new opportunity for a full-time Utilities Analyst 2 in Boise on the State of Idaho Chinden Campus, located at 11331 W. Chinden Blvd, Building 8.

     

    The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit as well as overseeing the safe operation of railroads and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail.

    Summary:

    The selected candidate will join the Utilities Division's Telecommunications section. The Telecommunications section is responsible for overseeing tariff and price list filings, area code oversight, the Universal Service Fund, Lifeline and Telephone Relay Service fund. They also review and process various telecommunication applications that are submitted to the commission. The ideal candidate will have excellent analytical thinking, written, and communication skills.

    Example of Duties:

    Formal case assignments. Typical responsibilities:

     

    + Processing technical customer inquiries on telecommunication issues in both a formal and informal manner.

    + Manage third party provider contracts for the Universal Service Fund, Telecommunications Rely Fund, and the Idaho Telecommunication Service Assistance Program, including annual reports and RFP issuance assistance.

    + Liaison between Dept. of Health & Welfare (DHW), telephone companies, & ITSAP/Lifeline recipients.

    + Reply to inquiries from telecom companies doing business in the state of Idaho and those that intend to do business.

    + Process applications and prepare staff comments for Eligible Telecommunications Company designation.

    + Submit annual recertification letters on use of high-cost funds by ETCs.

    + Review applications for Broadband Tax Credit, as well as serve as point of contact for Tax Commission.

    + The employee processes cases filed with the Commission include rate cases, Certificate of Public Convenience and Necessity ("CPCN"), Eligible Telecommunication Carrier ("ETC") and interconnection agreements.

    + Review and prepare decision memos for interconnection agreements.

    + Complete other duties and projects as assigned.

     

    Program implementation, policy review, and complaint resolution. Typical responsibilities:

     

    + Analyzing tariff changes for revenue effect and customer impact is an important position responsibility.

    + Research, analyze, and compile statistical data for development of economic models and elasticity estimates.

    + Periodic auditing of regulated telecommunication companies

    + Research regulatory decisions and trends concerning issues in pending cases.

    + Design and recommend procedures that companies should follow to comply with Idaho telecommunications law.

    + Evaluate service quality being provided to determine if regulatory procedures are adequate.

    + Recommend and implement remedial procedures to bring companies into conformance with statutes.

    + Identify issues requiring changes in legislation.

    + Other duties and projects as assigned.

    Minimum Qualifications:

    Good Knowledge of:

    + Utility industry's services, operating characteristics, or engineering practices

    + Typically gained by at least one year of experience with a utility commission, utility company, customer group, or a utility stakeholder group with the responsibility of analyzing specific utility program operations; OR by taking a college-level utility related course.

    + Utility rate structures and rate design practices

    + Typically gained by at least one year of experience with a utility commission, utility company, customer group, or a utility stakeholder group with the responsibility of analyzing specific utility program operations; OR by taking a college-level utility related course.

    Experience:

    + Interpreting and applying laws and regulations relative to utility regulation

    + Typically gained by at least one year of work experience reviewing information or documents for compliance with utility laws and regulations; OR explaining to others how laws and regulations apply specifically to the utility industry.

    + Using computer models to perform mathematical analyses

    + Typically gained by the completion of coursework equivalent to one-semester course where a significant portion of the coursework required using computer models to perform mathematical analyses; OR at least one year of work experience where you were required to use computer models to perform mathematical analyses.

    + Preparing detailed written reports of study findings and recommendations

    + Typically gained by approximately one year of experience preparing detailed written reports of study findings and recommendations.

    + Making oral presentations before groups

    + Typically gained by experience making oral presentations to varied groups.
