THE POSITION
Douglas County Juvenile Department
Full time position available with competitive full-family benefit package. PERS/OPSRP retirement and availability of deferred compensation retirement savings.
Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
Job Summary:
This position coordinates, provides and evaluates programs for youth who are referred to the Douglas County Juvenile Department for low-risk crimes, drug and alcohol violations and other referrals that should be handled through an Informal agreement. The Youth Program Coordinator performs juvenile casework duties that include intake, investigation, counseling, rehabilitation, guidance and supervision of juveniles who have behavioral and/or emotional problems and have been referred by law enforcement.
Essential Functions:

+ Schedule and conduct intake interviews with youth referred to the Douglas County Juvenile Department for law violations. Understand and apply the legal statutes for Formal Accountability Agreements, Diversions and Education regarding Juvenile Law.
+ Coordinate youth services, through informal supervision to include Formal Accountability Agreements, Diversions and Education.
+ Contact and build relationships with local community partners such as Adapt, Law Enforcement, schools, youth agencies and others to ensure youth are given access to resources and services.
+ Meet with youth and parents to develop a plan for success and accountability.
+ Monitor progress and compliance of youth during their involvement with the Douglas County Juvenile Department.
+ Remain active in the development and/or restructure of youth court.
+ Understand and use the Juvenile Justice Information System (JJIS) to document notes, plans and youth contact.
+ Work with Douglas County Juvenile Department Community Service Coordinators to refer youth to work crew, orientations, community service and assist when needed.
+ Provide case management assistance, monitoring and intervention services to formal probation youth, when needed through their Probation Officers.
+ Provide Offense Specific evidence-based competency skill groups, Substance Abuse Disorder education, and life skills for youth and families.
+ Coordinate closely with juvenile probation officers, managers and the director in partnership with youth, family, law enforcement agencies, schools, treatment providers, and the community, to enhance community safety, hold youth accountable, support efforts to repair harm, and reconnect the youth to the community in ways that reduce recidivism and support the youth’s success.
POSITION REQUIREMENTS
SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:
+ Associate or Bachelor Degree in social services, psychology, corrections or a related field and four years experience in social work or related field.
+ Experience and/or knowledge in Substance Abuse Disorder education/treatment and treatment plans

+ High school diploma or GED and one year experience working with youth and families.
+ At time of appointment, must possess valid Oregon drivers license
+ Regular and consistent attendance
Knowledge of:Reasonable knowledge of social work and juvenile corrections theory, practices and procedures to be able to identify the problem, decide an appropriate action, and provide indicated services; reasonable knowledge of laws relating to juveniles; reasonable knowledge of sound case management principles, practices and procedures; reasonable knowledge of juvenile behavioral problems and methods of treatment such as substance abuse, anger management, and behavior modification.Skill in:Writing clear and concise correspondence, records, reports and statistical data; skill in interviewing, counseling and listening techniques and principles.Ability to:Communicate effectively in both oral and written forms; ability to relate to juveniles, clients and families; ability to work independently and manage time efficiently; ability to make decisions independently in accordance with established policies and procedures and use initiative and judgment in completing tasks and responsibilities; ability to establish and maintain records, reports and statistical data; ability to courteously meet, deal effectively and consult with other employees, juveniles and their families, schools, law enforcement officials, service agencies, businesses and the public.

SCREENING & EVALUATION:
While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history backgroundcheck as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.
Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
SELECTION PROCESS: Screening of applicants based upon minimum qualifications listed above; oral panel interview; extensive background investigation; physical exam and chemical detection screen. Final review by the Juvenile Director or Designee.
