    JOB SUMMARY: Under general supervision, evaluates programs for compliance with environmental laws, rules, and regulations. Recommends monitoring and enforcement/corrective actions.

     

    JOB SPECIFIC DUTIES: Specifically conducts full compliance inspections of transportation construction and maintenance activities to ensure compliance with applicable state and federal laws and regulations. Determines ecological effects of non-compliant transportation construction projects. Determines a solution to the non-compliant issues. Prepare documentation in compliance with applicable state and federal environmental laws and regulations for the transportation construction projects. This job requires completion of mandatory certifications from the Georgia Soil and Water Conservation Commission (GSWCC) in regulatory compliance, design and sedimentation and erosion control training.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

    STATE ENTRY QUALIFICATIONS:

    • Bachelor’s degree in chemistry, neology, physics, geology, or natural or physical science or engineering field from an accredited college or university AND two years of professional experience in environmental protection OR

    • One year of experience at the lower-level Environmental Compliance Spec 1 (RCP020) or position equivalent

    AGENCY MINIMUM QUALIFICATIONS:

    • Possesses working knowledge of state and federal laws of regulatory compliance and ecological surveying and testing procedures including plant identification, soil taxonomy, etc. and familiarity with related legislation such as the Endangered Species Act and the Clean Water Act.

    • Possesses competency in reading and interpreting topographical maps; in gathering, interpreting, analyzing, and summarizing information for the purpose of writing technical reports, summaries, and/or correspondence.

    • Experienced with basic computer applications such as word processing, spreadsheet, and/or database management programs.

    • Possesses strong oral communication skills, expresses ideas and facts to individuals or groups effectively.

    • Possesses the eye hand coordination and the physical strength and agility necessary to perform the core responsibilities of the job.

    • Possesses the ability to make sound, well-informed decisions.

    • Possesses the ability to adapt quickly to change including new policies and procedures.

    • Committed to work and interact with internal and external personnel in a professional, courteous manner; to provide quality service to customers.

    • Possesses a high level of commitment toward work and a high standard of ethical conduct.

    AGENCY PREFERRED QUALIFICATIONS:

    • Possesses a Certified Professional in Erosion and Sediment Control (CPESC)

    • Possesses demonstrated competency in the application of best management practices.

    • Possesses working knowledge of Endangered Species Act, Georgia Erosion Sedimentation Act, the Clean Water Act and Fish and Wildlife Coordination Act.

    • Possesses demonstrated competencies in reading and interpreting maps quickly and accurately; in reading and interpreting more complex maps/plans such as transportation project design and/or right of way plans; and in effectively managing own time while dealing effectively with multiple priorities.

    • Ability to travel extensively to visit construction sites.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
