Position Summary
The Staff Attorney I will provide legal counsel and guidance to assist in compliance with the many laws applicable to Grant PUD. They will provide professional interpretations and recommendations to the General Counsel, management, and professional staff on issues or concerns that have potential legal impacts to Grant PUD. They will provide legal review and representation in Grant PUD actions (under the guidance of General Counsel or designee), including drafting, reviewing, and negotiating contracts and transactions. The incumbent is responsible for ensuring compliance with the NERC Reliability Standards as appropriate for the position held.

Essential duties and responsibilities may include, but are not limited to, the following:_
+ Provide a variety of legal functions in all operational areas to protect the best interests of Grant PUD.
+ Prepare, negotiate, draft and/or review legal documents, contracts, policies, and other instruments of all types regarding Grant PUD operations.
+ Assist in HR investigations as needed.
+ Exercise independent judgment in establishing priority-based systems.
+ Carry out broad legal assignments with a degree of independence, balancing the need for collaboration with minimal supervision.
+ Perform legal research and prepare comprehensive legal opinions for General Counsel, General Manager/CEO, Board of Commissioners and/or others as assigned or as needed to protect the best interests of Grant PUD.
+ Assist Grant PUD staff in maintaining compliance with laws, policies, and contracts. Provide consultation and advice on technical, systems, or process related topics. Resolve conflicts, handle complaints, and settle disputes, as needed.
+ May attend Commission meetings as backup for General Counsel during absences. May attend other energy related association meetings that involve Grant PUD or related informational seminars and meetings.
+ Embrace the culture, values, and goals of Grant PUD when engaging with internal and external stakeholders.
+ Assist with special projects as needed.
+ Collaborate with other members of the executive and other teams to provide information and guidance for Grant PUD.

+ A self-starter who can manage priorities and make trade-offs when needs change.
+ Communication skills: ability to read, analyze and interpret governmental regulations; ability to write reports, business correspondence and procedure manuals; ability to speak effectively, present information and respond to questions from employees at all levels; ability to communicate with quality, integrity and respect in a way that encourages others. Must have a high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact, and diplomacy.

Education and Experience
Required
+ Juris Doctorate (PhD or JD) along with 5+ years experience in municipal, litigation, procurement, energy law, public settings or equivalent combination of education and experience is required.
License and Certification
Required
+ A valid state driver’s license with no restrictions.
+ Active Washington State Bar license.
Other Knowledge, Skills, and Abilities
+ Knowledge of a wide range of computer programs, including Westlaw or LexisNexis.
Physical Requirements

+ Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
+ Majority of work is performed in a standard office setting.
