    This position functions as a Work Lead for a team of accountants within the Finance Division, ensuring the accuracy and timeliness of financial activity and providing critical fiscal oversight to the division and other assigned departments as assigned by the Work Lead’s Supervisor, Controller, and/or the Deputy Controller. This role requires advanced technical accounting expertise, proven coordination skills, and the ability to drive team performance. This position’s duties in the Accountant series include but are not limited to:

    Technical Accounting and Fiscal Oversight

    • Provide fiscal oversight for all general accounting and assigned grant program accounts, including expenditures, revenues, assets, and liabilities.

    • Manage or directly execute complex grant program accounting operations, serving as the subject matter expert for General Accounting.

    • Interpret, determine, and document grant financial reporting requirements from a transactional basis.

    • Determine fiscal grant requirements, and plan, develop, and implement the appropriate account code structures within the financial subsystem to achieve departmental fiscal objectives.

    • Compile and submit federal financial reports on a monthly, quarterly, and annual basis.

    • Monitor and report on general accounting and grant program fund allocations to provide senior leadership and Program Managers with current, actionable data for decision-making.

    Team Leadership and Quality Assurance

    • Function as the Work Lead, providing guidance, direction, and technical support to a team of direct reports/accountants.

    • Review and approve accounting records and transactions prepared by direct reports to ensure strict conformance with all applicable Federal, State, and Local rules and regulations.

    • Develop and maintain written checklists, policies, and standard operating procedures (SOPs) to ensure consistent and high-quality financial processes across the team.

    • Assist in developing training plans for direct reports and other accountants to foster professional growth and technical competency.

    Stakeholder Advisement and Communication

    • Serve as an advisor to the Deputy Controller and Program Managers on financial matters related to general accounting and grant program administration.

    • Communicate, negotiate, and interact professionally with Department program managers, auditors, Federal, State, and County agencies, and program stakeholders regarding fiscal rules and regulations.

    • Proactively assist program stakeholders with the interpretation of complex financial reports, translating technical data into clear, operational insights.

    • Execute other duties as assigned by the Controller and/or the Deputy Controller.

    MINIMUM QUALIFICATIONS: Education and Experience:

    Experience Only:

    Eight (8) years of relevant experience in an occupation related to the work assigned to this position

    OR

    Education and Experience:

    A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

     

    Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

    Preferred Qualifications:

    + Experience with federal grants, matching/reserve/MOE requirements, and Uniform guidance

    + Performing duties similar to those assigned to the position as a classified State of Colorado employee.

    Competencies:

    + Financial department processes: Familiarity with the different processes, duties, jargon, role in an organization, and other specificities of the financial department within an organization. Understanding of financial statements, investments, disclosing policies, etc.

    + Accounting techniques: Experience with the techniques of recording and summarizing business and financial transactions and analyzing, verifying, and reporting the results.

    + Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

    + Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one.

    + The Governmental Accounting Standards Board (Generally Accepted Accounting Principles).

    + The Office of the State Controller (Colorado State Fiscal Rules, Fiscal Procedures Manual, Procurement Rules, Accounts Receivable Collection Rules, CORE Policies and Procedures, etc.).

    + Federal rules and regulations related to the administration of Federal grants, up to and including knowledge of the Federal Uniform Guidance.

    + Successful individual in this position will also have knowledge of the Legislature and/or Governor’s Office (Long Bill appropriations, Executive Orders, Colorado Revised Statutes), and CDLE specific policies and initiatives
