How your work would contribute to our organization and the Twin Cities region:
The Manager, Facilities and Fleet will be responsible for facilities and fleet management operations for Metropolitan Council Environmental Services. They will be responsible for the development and implementation of maintenance, improvement and compliance programs related to the continuous operation of ES treatment facilities, buildings, and grounds located in Ramsey, Dakota, and Scott counties and a fleet comprised of 250+ ES-owned vehicles. In addition, the person in this role will be responsible for effective management and utilization of resources including staff.
This position requires travel to different work facilities that are not accessible by public transportation.
What you would do in this job
+ Provide direct supervision to Plant Operators, Treatment Services Vehicle Mechanics, and Fleet Administrators, including daily work direction, performance management, coaching, counseling, and discipline.
+ Manage and direct work programs for the maintenance of Treatment Services buildings, HVAC, plumbing, computer network and alarm systems as well as landscaping and parking areas.
+ Prepare budgets, bid specifications, and work scopes for contracted maintenance activities. Work collaboratively with Contracts and Procurement department to solicit goods and contracts for services. Actively manage all Treatment Services maintenance contracts.
+ Manage maintenance and vehicle shop operations, including a variety of scheduled equipment set up activities, preventative and routine maintenance activities and emergency/unscheduled maintenance tasks for Treatment Services.
+ Ensure proper identification and disposal of hazardous substances encountered or resulting from operations.
+ Provide fleet services that address and satisfy customer needs as well as policy initiatives within established budgetary parameters.
+ Manage Treatment Services fleet maintenance and fuel management programs as well as tracking vehicle usage per Internal Revenue Service regulations and Council policies.
+ Develop and utilize reporting systems for management of fleet assets, fuel consumption, and vehicle tracking.
+ Participate as key contributor to ES Asset Management programs and makes recommendations as appropriate.
+ Partner with ES department managers to prepare annual fleet budget and bid specifications; coordinate with Contracts and Procurement to make purchases and procure services.
+ Ensure proper management of parts and equipment supply chain and payments to vendors through coordination with Contracts and Procurement and Accounts Payable departments.
+ Prepare and present information concerning operational effectiveness and service levels to Maintenance Director and the ES management team.
+ Related duties as assigned.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education (in Building/Property Maintenance or related program) and years of progressively responsible experience in fleet and/or facilities management including budgeting, asset management, vehicle procurement and/or facilities contract management.
+ Master's degree and 5 years of experience, including 3 years in a supervisory/management position.
+ Bachelor's degree and 7 years of experience, including 3 years in a supervisory/management position.
+ Associate's degree and 9 years of experience, including 3 years in a supervisory/management position.
+ High school diploma/GED and 11 years of experience, including 3 years in a supervisory/management position.
Experience should include utilizing work, asset, or fleet management system(s).
Supervisory/management experience should include direct supervision providing work direction, performance management, coaching, counseling and discipline.
License:Valid driver's license with acceptable driving record.
What additional skills and experience would be helpful in this job (desired qualifications):
+ Current or very recent experience in Fleet Management or Facilities Management.
+ Certified Automotive Fleet Manager (CAFM) certification.
+ Certification in Facilities Management.
+ Experience in facility or fleet management in wastewater treatment and utility.
+ Experience in heavy industrialized settings.
+ Experience using Oracle Utilities Work and Asset Management.
+ Skill with managing diverse work groups and promoting an organizational culture which values versatility and continuous improvement.
What knowledge, skills and abilities you should have within the first six months on the job:
+ Knowledge and experience in wastewater treatment, utility or heavy industrial, equipment and facility maintenance programs and procedures.
+ Strong knowledge and understanding of industrial, OSHA safety principles and practices.
+ Ability to effectively present information and respond to questions from divergent groups including employees, vendors, and executive management.

Working Conditions:
Work is regularly performed in a normal office environment but may require occasional outdoor work with exposure to outdoor weather conditions. Work requires occasional local in-state travel by car to visit different facilities. May occasionally travel by air out of state for training and conferences. Work is occasionally performed near moving parts or equipment, in high, precarious places and wet, humid conditions. Position is frequently exposed to fumes or airborne particles and occasionally to toxic or caustic chemicals. There is occasional exposure to vibrations and risk of electrical shock. Position is regularly exposed to moderate noise.
