    SUMMARY:Manage the procurement for all food, non-food, and supplies in accordance with all state, local, and federal regulations required under the USDA and district policy. Oversee inventory management of all Nutrition Services central warehousing inventory, manage inventory software, and maintain par levels. Create solicitations and contracts while analyzing cost estimates. Negotiate specifications and statements of work, price, date of delivery, and other contractual and licensing provisions with suppliers. Supports the Purchasing department with annual contract renewals and project close-out processes.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     JOB TASK DESCRIPTION:

    1. Procure all food, non-food, supplies, and services for Nutrition Services, including drafting the development of terms, conditions, and specifications of all procurement in conjunction with the district purchasing department, and ensure compliance with local, state, and federal regulations within USDA programs and district policy. This includes the development of product specifications, vendor lists, federal regulatory compliance, as well as price updating and product evaluation.

    2. Manage Nutrition Services inventory to maintain par levels of goods, ensure inventory software is maintained with accurate pricing, vendor information, and inventory levels.

    3. Coordinate, manage, and track all USDA Foods, including inventory levels, delivery schedules, product availability, and vendor communications.

    4. Directly supervise the requisition process for Nutrition Services and the entry and approval process of purchase requisitions and receiving related to food and non-food products.

    5. Evaluate requests for purchase of supplies, equipment, and services to determine the appropriate procurement method. Evaluate, analyze, tabulate, and recommend bid awards by considering price, quality, delivery, and local, state, and federal requirements. Develop and maintain bid specifications and standards to ensure best value, selection, and pricing, and to promote competition and maintain quality.

    6. Assist with analysis of financial data, annual budget development, and are responsible for month-end financial duties.

    8. Conduct pre-bid conferences with bidders and departments. Preside at bid openings and proposal meetings.

    9. Perform other duties as assigned.

    EDUCATION AND RELATED WORK EXPERIENCE:

    - Bachelor’s degree in business, finance, or a related area. Four years of relevant experience may be substituted for this requirement.

     

    - Minimum of five (5) years government purchasing experience, contract administration experience preferred.

    LICENSES, REGISTRATIONS or CERTIFICATIONS:

    - Ability to travel among district facility locations.

     

    - Criminal background check required for hire.

     

    - Certified Professional Public Buyer (CPPB) preferred.

    SALARY INFORMATION:

    The salary listed is for full time positions (1.0 FTE). This salary will be adjusted, as needed, based upon the FTE. Administrative employees' salary will be commensurate on the employees’ education and/or work experience.
