Job Description
The Iowa Vocational Rehabilitation Services (IVRS) Team at Iowa Workforce Development is accepting applications for full-time Community Rehabilitation Programs (CRP) Workforce Program Coordinator role in our IowaWORKSoffices.
Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.
Job Description:
Plan and coordinate the Supported Employment program for the division. Manage contracts and agreements for supported employment/menu of services contracts with third-party vendors on a statewide basis in accordance with federal regulations and state contracting requirements. Provide consultation and technical assistance to community rehabilitation programs and the IVRS leadership team, supervisors, and field staff to comply with federal and state requirements. Evaluate and monitor community rehabilitation program contracts utilizing data-based decision-making and provide recommendations to IVRS leadership on necessary program improvements. Oversee Memorandum of Agreements with other state entities providing public funding for individuals with significant disabilities. Serve on Contract Review and Oversight Experts (CORE) team. Prepare annual report for the Administrator to submit to the general assembly on IVRS outreach efforts with community rehabilitation providers.
Provide training to staff and service providers related to the supported employment program and section 511 program to ensure consistent service delivery; outline expectations on roles and responsibilities related to purchasing and providing employment services; develop standards for delivering current or new services, as well as procedures for monitoring current or new services; including necessary approvals. Represent the work of the PDT in coordination with the State Rehabilitation Council. Plan and coordinate all Section 511 responsibilities related to federal WIOA regulations regarding competitive integrated employment for individuals receiving sub-minimum wage. Communicate expectations for service vendors and provide oversight and follow-up to support new staff and/or service providers.
Develop and maintain partnerships with consumer and community groups focused on the needs of the most significantly disabled population as it relates to supported employment services. Participate in internal and external initiatives that impact employment outcomes (e.g., APSE, the Iowa Transportation Coordination Council; Money Follows the Person, etc.).
The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

Minimum Qualification Requirements
Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;
OR
an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;
OR
current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
