    Job Description

    The Iowa Vocational Rehabilitation Services (IVRS) Team at Iowa Workforce Development is accepting applications for full-time Management Analyst 3 role in our IowaWORKSoffices.

     

    Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.

    Job Description and Responsibilities:

    Collects, compiles, analyzes and synthesizes programmatic and fiscal data, recommends allocation of resources and monitors case service budgets. Coordinates with the budget analyst to assure case service and administrative costs are updated appropriately in the agency's sustainability model. Collects, compiles, analyzes and synthesizes data and provides recommendations to agency personnel and the State Rehabilitation Council for the evaluation of programs and services. Fulfills data requests from division field staff, as needed. Uses analytics software (i.e. SQL) to build data models and organize important division data. Translates data into non-technical formats and guides teams in making well-informed decisions.

     

    Designs survey instruments to obtain input from internal and external data sources and follows up with analysis of survey data. Oversees division performance measures and reports results as required under the Workforce Innovation and Opportunities Act and Accountable Government Act. Compiles reports for area office supervisors used to identify areas of progress or used for identifying levels of performance; and provides training/technical assistance when necessary. Applies vocational rehabilitation knowledge to ensure sources of data are valid and useful. Recommends methods by which IVRS can enhance operations based on analysis of services, customer needs, geographic characteristics/differences, and population(s) served. Regularly attends and participates in management planning, policy and oversight meetings and provides support to meet the data resource needs of the division.

     

    Coordinates with financial staff in reconciling data between the IVRS case management system and the state accounting system. Develops Data Warehouse reports for the financial team. Develops and compiles financial reports. Informs management of concerns regarding the case service budgets and identifies the growths or declines in expenditures. Acts as p-card coordinator including monitoring all IVRS p-card holders, purchasing card expenditures, and oversees required procurement training of all staff. Develops, interprets and leads communication on policies, procedures and internal controls related to data management and p-card purchasing/procurement processes.

     

    Collaborates with the IVRS Project Management Team (PMT) to assure the case management system meets the data collection needs of the division. Manages case management system processes (i.e. program/contracts, high school list and waiting list/order of selection.) Establishes data reporting needs, writes technical requirements, and negotiates priorities for implementation to allow case management system users to generate reports independently. Completes end-user testing on case management projects to assure the system meets the established requirements as expected.

     

    Represents the division on federal and state data work groups and maintains relationship with the Rehabilitation Services Administration (RSA) data unit to stay apprised of federal reporting requirements, edit specifications, and division performance metrics. Reviews the data for anomalies, inaccuracies, or missing data to assure the accuracy and works with staff or IRSS support for data corrections.

     

    Submits the RSA-911 and coordinates with Workforce partners for the completion and submission of the ETA-9169 annual report. Utilizes the RSA Data Dashboards and other data resources to apprise division executive team of achievement towards WIOA performance measures. Utilizing data and statistical adjustment models to provide guidance to the Administrator on negotiated levels of performance.

     

    The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

    2) All of the following (a and b):

    a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

    3)All of the following (a, b, and c):

    a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

    c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

     

    4) Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
