**GENERAL SUMMARY:** Under the direction of the public works field operations manager, the assistant field operations manager provides vital operational and administrative support for the city’s street, sewer, and stormwater maintenance programs. This position plays a hands-on role in supporting day-to-day field operations, assisting with supervision, and ensuring smooth communication between the field and office. The role supports planning, coordination, documentation, and compliance while also maintaining a strong physical presence in the field to monitor crews, assist with logistics, and help resolve service issues. The ideal candidate is action-oriented, collaborative, and detail-focused, someone who thrives in both field and office environments and can work independently to anticipate needs, troubleshoot challenges, and support effective service delivery across public works operations.
**DISTINGUISHING FEATURES OF THE CLASS:** The assistant field operations manager serves as the primary support to the field operations manager and is instrumental in maintaining continuity of operations during peak workloads or manager absences. This position emphasizes field presence and operational coordination, while also supporting administrative processes such as scheduling, procurement, and reporting. The role acts as a go-between for management and crews, ensuring expectations are clearly communicated, tasks are tracked, and services are completed efficiently and safely.
Job Duties
JOB DUTIES:
• Serve as a direct liaison to field crews, communicating daily assignments, safety expectations, and operational priorities on behalf of the field operations manager.• Assist with day-to-day oversight of work crews, ensuring timely completion of work orders, adherence to procedures, and compliance with safety protocols.
• Provide on-site presence during large projects, events, or emergency response(e.g., snow, flooding), coordinating logistics, monitoring progress, and offering real-time support to crews.
• Conduct field inspections and service audits; gather feedback from crew leaders and residents to inform service adjustments and reporting.
• Respond to service requests, citizen complaints, and interdepartmental concerns—both remotely and on-site—to ensure timely, professional resolution.
• Help train field staff in SOPs, equipment use, safety procedures, and technology systems.
• Monitor and document field performance, delays, or hazards to assist with performance evaluations and process improvement.
• Participate in after-action reviews and assist with development of response protocols and improvement strategies.
• Assist with creating crew schedules, planning routes, and assigning resources for daily operations, seasonal work, and emergency response.
• Maintain and analyze data from work orders, inspections, service requests, and field reports; prepare performance dashboards and trend analyses.• Assist with development and review of standard operating procedures, safety documentation, and compliance tracking.
• Support budget preparation, project justifications, procurement of materials, and vendor coordination.
• Maintain inventory tracking systems for parts, equipment, and fleet usage.
• Draft and distribute professional communications including reports, service updates, memos, and responses to citizen inquiries.
• Input and validate data in maintenance and asset management systems (e.g., CMMS, GIS).
• Assist with personnel documentation, onboarding processes, and training records.
• Perform other duties as assigned.

• **Computers and Electronics** - Knowledge of processors, electronic equipment, and computer hardware and software, including GIS and surveying applications and programming.
• **Clerical** - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
Qualifications
MINIMUM QUALIFICATIONS:
• High school diploma or its equivalency.
• Minimum of 2 years’ experience in field-based public works, utilities, or construction operations, with supervisory or lead worker responsibilities.
• Demonstrated experience supporting or coordinating operations, including field logistics or administrative functions.
PREFERRED QUALIFICATIONS:
• Experience using computerized maintenance management systems (CMMS),GIS tools, or time/resource tracking software.
• Familiarity with municipal budgeting and procurement processes.
• Osha 10 certification or ability to obtain within 12 months.
• Valid class b or a cdl or ability to obtain within 12 months.
WORKING CONDITIONS & REQUIREMENTS
:• Field-based role with regular time spent on job sites, including all weather conditions and operational environments.
• Must be able to respond to operational events and emergencies during evenings, weekends, and holidays.

Residency Requirement:
Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practicable after appointment, but no later than two years from date of hire.
