This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

     

    As the Legislative Business Coordinator, you will serve as a key liaison between Minnesota IT Services (MNIT) and our human services partners (DHS, DCYF, HSDS, and MNsure) on matters intersecting with the legislative process. In this role, you will coordinate and manage the development of IT fiscal estimates for legislative and budget proposals, provide technical expertise on IT impacts of proposed policy changes, and prepare agency leadership for legislative testimony and negotiations. You will facilitate legislative briefings, build strong relationships with internal and external stakeholders, and ensure timely, accurate information is available to inform decision-making. This position requires strong legislative knowledge, analytical skills, and the ability to translate complex IT issues into clear, actionable information for senior leadership and legislative partners.

     

    **This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis.     Four (4) years of professional experience in program administration, legislative affairs, information technology policy, or a closely related area.

    Experience must include:

    + Coordinating or managing legislative, policy, or budget activities that impact IT systems, including preparing fiscal estimates or analysis of legislative proposals.

    + Serving as a liaison between technical teams, program/business leaders, and legislative or policy stakeholders.

    + Providing technical expertise and/or preparing testimony or talking points for leadership related to policy or budget initiatives.

    + Developing and facilitating meetings, trainings, or workgroups related to legislative or program activities.

    + Demonstrated ability to analyze complex data and translate it into clear reports, briefings, or presentations for decision-makers.

    + Strong customer service skills, including active listening, empathy, and collaborative problem-solving to effectively support stakeholders in high-visibility and time-sensitive situations.

    + Ability to deliver clear and persuasive verbal and written communication that fosters understanding and alignment among diverse technical and non-technical audiences.

    Preferred Qualifications

    + Direct experience working with the Minnesota Legislature, federal agencies, or other governmental partners on IT-related policy, budget, or fiscal note activities.

    + Knowledge of large-scale human services IT systems (such as METS, SSIS, MMIS, MAXIS, MEC², MnCHOICES) and how legislative or policy changes impact these systems.

    + Strong understanding of Minnesota’s budgeting and legislative processes, including fiscal notes, appropriations, and policy implementation.

    + Demonstrated ability to lead or coordinate analysts, consultants, or cross-functional project teams to meet legislative or policy objectives.

    + Proven skill in building trust and credibility with diverse stakeholders, including legislators, lobbyists, agency executives, IT professionals, and community partners.

    + Advanced communication skills with a track record of preparing and delivering executive-level briefings, legislative testimony, and stakeholder presentations.

    + Ability to manage multiple priorities under tight timelines while navigating politically sensitive or high-pressure environments.
