    About the Paid Leave Division:

    Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

    Position Purpose:

    The Grants Processor ensures high-quality, compliant, and efficient administration of the Paid Leave Division grants program of DEED through a role that combines senior-level grant administration, payments and compliance oversight responsibilities. The Grants Processor ensures grant administration compliance with state and federal laws, while also advising on process improvements to reduce risk and enhance grantee experience.

    Key Responsibilities:

    + Leading grant application review and determination processes

    + Conducting pre-award Risk Assessments

    + Reviewing and approving final grant budgets

    + Providing technical assistance to applicants and internal teams

    + Working closely with the Grants Specialist Coordinators to ensure compliance with State of Minnesota law, and relevant policies and procedures throughout the grant cycle

    + As fiscal lead, receive, validate, and submit payment processing, monitor awarded budgets and conduct financial reconciliations

    + Provide direction on a consistent basis to grantees and Paid Leave staff, to ensure compliance with State Statutes, DEED and Paid Leave Grant policies

     

    This position will be based out of the St. Paul office.

     

    This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

     

    Anticipated start date is November 19, 2025, and onboarding will consist of two (2) to three (3) weeks of training. *May be subject to change.

    Minimum Qualifications

    Two (2) years of experience in administering grants, payments and/or compliance oversight.

    Applicants that meet the above minimum qualification will be further evaluated on the following:

    + Experience with state grant laws, public contracting and administrative processes

    + Experience interpreting and applying legal, financial and policy guidance related to grants

    + Experience analyzing complex documentation

    + Experience analyzing data, budgets and compiling reports utilizing Microsoft Word, Excel, PowerPoint and Outlook

    + Experience working independently under limited supervision

    + Ability to explain complex regulations and provide customer service to both internal and external audiences via email and over the phone

    Preferred Qualifications

    + Bachelor’s degree in accounting, business, finance, public policy, public administration, political science or other closely related field as determined by the agency

    + Knowledge of DEED programs, services and software including ProcureIt. As well as financial systems such as StateWide Integrated Financial Tools (SWIFT), with an understanding of encumbrance procedures and state fiscal year constraints

    + Knowledge of grants management principles and Department of Administration – Office of Grants Management (OGM) policies and experience applying them

    + Ability to provide technical assistance to applicants and awardees

    + Ability to work within a start-up environment

    + Ability to analyze and interpret program data, read and analyze financial reports, participant data, and program outcomes in order to conduct pre-award risk assessments, submit reimbursement forms, and monitor grantee award outcomes
