Responsibilities
_Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings._
_Noblis MSD is actively recruiting for a Program Analyst, to support the US Navy, responsibilities include the following:_
Financial Responsibilities include:
• Develop, maintain, and administer program management tools for scheduling, budgeting, and resource management.
• Manage financial support efforts including funding analysis, creation of program metrics, and monthly expenditure and cost variance charts.
• Generate weekly and monthly financial reports to track fiscal year progress and support financial planning.• Develop and maintain internal financial tracker tools to analyze key financial drivers and communicate issues affecting programs.
• Track and manage project financial data, period of performances (POP), and recoupments of expired funds.
Status Tracker Responsibilities include:
• Create and update status tracking tools and metrics for project management.
• Manage and update ILS support documents including Monthly Status Reports.
• Coordinate and support progress meetings, including tracking project financial data and action items.
Client Engagement Responsibilities include:
• Collaborate with NSWCPD Clients and providing status updates on current program.
• Support Program Management in coordinating tasks and projects using DoD systems.
• Prepare, review, and assist in proposal writing, status gathering and reporting.
Required Qualifications
+ Masters Degree and 3 years OR Bachelor’s Degree and 5+ years OR an Associates Degree and 3+ years OR a High School Diploma and 11 years professional experience in Logistics, Project Management Support and/or Naval experience.
+ Prior experience working on U.S. Navy and/or other DoD programs.
+ US Citizen with an Active Secret Clearance
Desired Qualifications
+ Effective communication skills, both written and verbal.
+ Proficient in Microsoft Applications (Excel, Outlook, PowerPoint, Word).
+ Motivated individual looking to help lead growing teams.
+ Maintain relationships with NSWCPD Customers.
+ Possible travel 10-25% based on projects and/or physical location to Noblis offices.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $86,800.00 - USD $135,625.00 /Yr.
