    The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

     

    DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

     

    The Street Homeless Solutions (SHS) Division runs a continuum of programs that help move street homeless clients from the street and into transitional and permanent housing. The programs include Outreach, Safe Haven, Stabilization Beds and Drop-In programs. The program contracts outreach providers in New York City in every borough and within the subway system. SHS leads a 24/7/365 Street Homelessness Solutions - Joint Command Center (JCC) that conducts interagency rapid outreach deployment from a central location using precision mapping, client information, and rapid response to incoming notifications. This initiative partners existing homeless response and prevention programs with a series of new initiatives that have been designed to better identify, engage, and transition homeless New Yorkers to appropriate services and, ultimately, permanent housing.

    The Department of Homeless Services (DHS) is recruiting for two (2) Administrative Director of Social Services M-III to function as Program Administrator who will:

    - Oversee a team of administrative, analytical and community staff responsible for guiding in-person inter-agency engagement with clients and joint operations both above ground and in the subway system; manage the DHS contracted outreach team on clinical interventions, offering services and assistance to clients engaged within the subway areas and above ground. Direct extensive field work including in-person and remote assignments within these locations. Execute comprehensive reports of performance evaluation (and monitor the performance).

     

    - Perform comprehensive oversight and audits of encampment joint operations, EOL initiative, and Subway Safety initiative, identifies deficiencies, and develops plans to remove resource barriers. Directs real time strategizing with partner agencies to overcome client or resource challenges. Provides strategic guidance around service provision and resource allocation to ensure participating partners are best utilizing all available resources in a problem-solving framework.

     

    - Evaluate and monitor the performance of any combination of the following programs: Safe Havens, Stabilization Beds, Drop-In Centers, community-based beds, and mobile outreach teams. Ensure that programs performance levels meet or exceed expectations.

     

    - Ensure all contractors are incompliance with appropriate regulations and follow the agency policy and procedures. Oversee data collection for programs including their utilization of Client Assistance and Rehousing Enterprise System (CARES) and StreetSmart.

     

    - Conduct monthly onsite visits to observe facilities, talk with staff, review and observe record keeping, contract management, compliance as well as participate in case conferencing at each site. Ensure minimum level of coverage at program sites. Provide technical assistance to identify systematic barriers in the housing process and maintain controls on contracted agency activities.

     

    - Evaluate request for proposals, participate in contract negotiation. Manage the budget and contract provision for all programs within the portfolio.

     

    - Supervise interagency meetings and Multidisciplinary Team Meetings and meetings with external providers including, MTA, Amtrak, Transit Police, Bowery Residence Committee, SHS leadership and DHS Executive Team. Conduct key internal and external meetings regarding all aspects of the program. Respond to high level requests for information, provide comprehensive data, and ensure provision of technical assistance to interagency operations

     

    - Manage responses to ongoing media and intergovernmental requests received by phone/email about street homelessness at locations within the subway system with particular focus on End of Line locations above ground by participating in joint operations and coordinating meetings with partners and briefing executive staff. Establish and maintain cooperative relationships with community boards, city council members and other interested parties to ensure a clear understanding of the street homeless efforts taking place in NYC.

     

    - Ensure 24/7 availability for emergencies and time sensitive requests from key partners and stakeholders which include NYPD, Parks Department, DSNY, MTA, Amtrak, Transit PD, SHS Leadership, DHS Executive Team.

     

    The position requires frequent and routine observations of all general and community outreach programs related to the program. The program administrator will be responsible for the ongoing evaluation of the strategic plans, field outreach efforts, evaluations and assessment and placements metrics for the program.

     

    This position requires extensive field work several days per week.

    Hours/Schedule:

    (1) Monday – Friday 4PM-12AM.

     

    (1) Monday-Friday 9AM-5PM.

    ADMINISTRATIVE DIRECTOR OF SOC - 10056

    Qualifications

    1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

    2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

     

    (A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

     

    (B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

     

    (C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

     

    However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
