A Glimpse of the Job
The Civil Rights Investigator is responsible for conducting thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Investigations may involve allegations by or against faculty, staff, or students based on a protected class. The Civil Rights Investigator ensures that the University response to civil rights allegations is timely, thorough, and appropriate.
Job Responsibilities:
Hearing Administration and Investigations
+ Identifies potential violations of University policy and/or state and federal civil rights laws. Drafts charge letters, collects relevant evidence, and represents the university at hearings.
+ Conducts thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Interviews parties and witnesses using a trauma-informed approach to sensitive topics.
+ Collects digital and paper evidence. Maintains accurate records of steps taken in the investigation.
+ Distills voluminous information into a well-organized, written report that objectively represents all evidence related to the allegations.
+ Conducts credibility analyses and draws conclusions. Must be able to defend the Investigator’s conclusions at University hearings and in a court of law.
+ Collaborates with other campus partners.
+ Maintains confidentiality to the extent allowed by federal regulations, state laws and university policies.
Content Knowledge and Training Coordination
+ Maintains knowledge civil rights policies and laws. Allows the law to guide and shape the investigation
+ Represents the department at special events, community functions, and University trainings.
Other Duties
+ Performs other duties as assigned.

Salary: $75,000 annually

Required Education and Experience:
+ Bachelor’s degree or equivalent combination of education and experience.
+ Five years of investigation experience, which may include law enforcement investigations or discrimination investigations.
Preferred Experience:
+ Experience conducting investigations of alleged violations of laws or policies related to Civil Rights, Title IX, Employee Relations, FMLA/ADA.
+ Experience conducting investigations of alleged fraudulent insurance claims.
+ Experience participating in civil or criminal trials as an attorney.
+ Experience conducting law enforcement investigations related to family violence, sexual assault, dating/domestic violence or other felony charges.
+ Experience drafting complex policies, procedures, or reports related to compliance or corporate/university governance.
Knowledge, Skills, and Abilities:
+ Excellent verbal and written communication skills.
+ Ability to establish rapport and communicate with students, faculty, and staff from various cultural, social, educational and economic backgrounds.
+ Skilled in communicating with tact, diplomacy, discretion, and professionalism.
+ Ability to prioritize a substantial workload and multi-task.
+ Ability to objectively gather relevant information and condense evidence into a well-organized, written investigation report.
+ Ability to handle multiple assignments and meet deadlines by effectively planning, organizing, and prioritizing among multiple concurrent investigative assignments.
+ Demonstrated analytical skills.
+ Ability to articulate a legally-defensible argument based on the application of law/policy to facts.
+ Knowledge of relevant state and federal civil rights laws.
+ Ability to adapt to constantly a changing legal landscape.
+ Ability to create draft documents and formal exhibits and edit materials for conciseness.
+ Ability to maintain the confidentiality of private or sensitive information.
+ Proficiency in Microsoft applications with an emphasis on Word, excel, Outlook, and PowerPoint.
+ Ability to multi-task and work cooperatively with others.
