We are seeking an experienced Program Manager to lead and transform quality processes for our third-party logistics (3PL) fulfillment center operations in China. This strategic role will be based in the US and requires a leader who can bridge operational gaps between US quality standards and Chinese 3PL execution. The ideal candidate will manage a comprehensive quality ecosystem encompassing ICQA operations, exception handling, and accuracy metrics while navigating the complexities of cross-border operations.
As the primary quality leader for our Chinese FC operations, you will be responsible for developing and implementing scalable quality programs that align with our global standards while accounting for local operational nuances. This role requires a deep understanding of both technical quality metrics and the human elements of quality management across cultures. You will serve as the key liaison between US leadership and Chinese 3PL partners, ensuring clear communication of quality expectations, performance metrics, and improvement initiatives.
Key job responsibilities
- Building and scaling quality management systems across international boundaries
- Managing ICQA programs, including cycle counting, bin audits, and inventory reconciliation
- Developing exception management workflows for both inbound and outbound processes
- Creating and tracking DEA (Damage, Error, Accuracy) metrics that drive operational excellence
- Implementing root cause analysis methodologies that account for cultural and operational differences
- Establishing quality control mechanisms that can be effectively executed by 3PL partners
- Creating feedback loops that drive continuous improvement despite geographical and cultural barriers
A day in the life
- Collaborating with internal and external stakeholders with diverse requirements to develop compelling products and services.
- Clearly communicating goals, roles, responsibilities, and product development progress to cross-functional teams.
- Leveraging internal and external best practices to expedite product development objectives.
- Working with various internal stakeholders to document their requirements and liaising with the technology organization for implementation, including sourcing, customer service, transportation operations, finance, accounting, and others.
- Collaborating with program managers to minimize overlap and ensure seamless integration of aligned solutions.
- Collecting and managing key data to demonstrate the business value and return on investment (ROI) of proposed technology improvements.

Basic Qualifications
- Bachelor's degree in supply chain, business, engineering, finance or related technical or quantitative field
- 3+ years of program or project management experience
- 3+ years of defining and implementing process improvement initiatives using data and metrics experience
- Knowledge of Excel (Pivot Tables, VLookUps) at an advanced level and SQL
- Experience using data and metrics to determine and drive improvements
- Experience working cross functionally with tech and non-tech teams
Preferred Qualifications
- 3+ years of driving end to end delivery, and communicating results to senior leadership experience
- 3+ years of driving process improvements experience
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- Experience building processes, project management, and schedules

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $66,800/year in our lowest geographic market up to $142,800/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company. Dependent on the position offered, equity, sign-on payments, and other forms of compensation may be provided as part of a total compensation package, in addition to a full range of medical, financial, and/or other benefits.
