**Senior Technical Project Manager** (Contract Role) to support projects that are part of significant IT strategic initiatives and are pivotal to supporting critical infrastructure and technology environments. Recent projects include: the consolidation of all Executive Branch agencies into a unified core network; designing and modernizing network infrastructure to support the needs of constituents across the client in key facilities, and the transformation core IT service delivery.
As a **Senior Technical Project Manager** , you will report to a Portfolio Management Team Director, collaborating with cross-functional teams to lead large-scale, complex, and transformational IT projects that align with strategic objectives. This role will work closely with cross-functional teams - Operations Service Management, Enterprise Risk Management, Technology, Privacy, Finance, and others - to manage all aspects of project delivery, from planning through execution and closure, ensuring project transparency and successful outcomes in a fast-paced environment.
Lead initiatives that involve collaboration across various departments, adapting quickly to changing priorities with an agile, positive, and solutions-oriented mindset to ensure project success.
+ Develop and maintain comprehensive artifacts including project plans, well defined user stories, project checklists, timelines, budgets, and high-level executive presentations to track progress and communicate updates effectively.
+ Gather and translate business requirements from proposals into technical specifications and project scope documentation.
+ Collaborate with the clients technical leadership to ensure the technical direction aligns with the standards, while also advocating for optimal technical approaches and solutions when those standards may not be a suitable fit.
+ Facilitate assessments to evaluate project outcomes, identifying successes, areas for improvement, and lessons learned.
+ Regularly report on project progress including written status reports and leadership presentations.
+ Support the Strategy & Planning Team in aligning project goals with organizational priorities, maintaining PMO processes, and implementing standards.
Qualifications
5-7 years of relevant experience in IT project management, preferably in senior roles with budget oversight and extensive cross-functional engagement.
Proven success in managing large and complex IT programs while effectively leading cross-functional teams through change.
Strong PM leadership skills include effective stakeholder management and meeting facilitation and leading matrixed project teams through change.
Excellent interpersonal, negotiation, writing, and presentation skills, with the ability to influence and collaborate at all organizational levels.
Ability to facilitate smooth transitions for teams by implementing change management strategies that align people, processes, and technology with business objectives, while minimizing resistance to change.
Superior project management skills, with demonstrated experience in using various project management tools and methodologies (e.g., PMP, Agile, Scrum), governance frameworks, and change management.
Being unfazed by a high level of change, fluid requirements, and working in an environment that is driving significant transformation.

+ Strong leadership skills, with a keen understanding of power dynamics and spheres of influence.
+ Ability to understand and effectively communicate technical requirements, breaking down complex problems into manageable components for evaluation.
+ Skilled in risk management, process redesign, and stakeholder engagement.
+ Familiarity with IT concepts, cloud hosting, and network solutions.
+ Comfortable with IT diagrams and managing vendor proposals.
+ Proficient in project management software (e.g., Microsoft Project, JIRA, or similar tools).
+ PMP, PM-ACP, CSM, or equivalent project management certification preferred.
+ Prior experience in government or public-sector environments is an advantage.
