    Hiring Range : Salary- $78,500- $120,000

     

    The actual compensation for this position will be determined based on experience and other factors permitted by law.

     

    The Director, Environmental Safety and Emergency Management is responsible for achieving and stewarding optimum emergency management and environmental safety compliance and performance across St. Mary’s Healthcare’s facilities and campuses. Incumbent sits as a Director-level role within the organization’s leadership structure and will oversee, direct, and implement all emergency preparedness and workplace safety strategies to ensure a safe environment for patients, associates, and visitors. Reporting to the President and CEO, the role Is responsible for the development and coordination of education, training, and real-time exercises within the organization and in collaboration with community partners as applicable to ensure an organized and effective response during a disaster or emergency situation. Responsibilities also include emergency planning, 24/7 oversight of incident and event response, oversight of or safety and security workforce, and compliance with all state, federal and regulatory bodies.

    Responsibilities:

    + Conducts an annual hazard vulnerability assessment (HVA)/ risk analysis to determine the facility’s risk for natural (e.g., hurricanes, floods, earthquakes), technological (e.g., nuclear power plant emergencies, train derailments, or hazardous materials spills), human-caused (e.g., active shooter or hostage situations), and other disasters.

    + Develops and maintain emergency plans and procedures for disasters identified in the HVA/risk analysis.

    + Collaborates with Leadership colleagues in the creation, development, education, training, and implementation of disaster plans that are in alignment with state, federal, and other regulatory bodies. Ensure appropriate staff education on workplace safety and disaster plans and oversee specific actions to be taken in various emergency situations.

    + Performs training needs assessments and works collaboratively with colleagues and associates alike to implement safety, security and regulatory education (e.g., Hospital Incident Command System).

    + Serves as the facility expert on alert and notification systems and procedures.

    + Oversees the coordination of the use and routine testing of all disaster-related equipment.

    + Activates the facility’s emergency operations plan and hospital command center when situations dictate. In partnership with the executive team, coordinate disaster response or crisis management activities for the facility. Ensure the availability of staff 24/7 to respond to disaster or potential disaster situations. Provide warnings and emergency data to the organization, and operations/technical support to leadership before, during, and after emergencies that affect it.

    + Lead the organization’s committee for planning, coordinating, maintaining, and updating disaster plans, including internal and external event response. Provide necessary project management and support for all related emergency preparedness sub-committee work.

    + Collaborates internally with grants and government affairs to identify, develop and prepare applications and applicable reports to secure and/or satisfy grant awards focused on environmental safety and emergency preparedness.

    + Develop policies and procedures that facilitate compliance and program implementation.

    + Ensures that all hospital-owned or operated facilities meet all standards and compliance with federal regulations related to emergency management planning, such as Det Norske Veritas (DNV), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Centers for Medicare & Medicaid Services (CMS), and Department of Homeland Security (DHS) regulations and standards. Also ensure that the facility meets the Emergency Management criteria required by the hospital accreditation body (e.g., DOH, DNV-GL).

    + Establish mechanisms to collect, review, and track data required by local, state, and federal entities.

    + Develops relationships and collaborates with partners/ stakeholders, both internal and external to the organization, such as: other regional and state hospitals, local, county and state emergency medical services, public health, fire, and local, county and state law enforcement agencies. Represents the organization on various preparedness committees within the community, such as the regional healthcare coalition and the EMS Advisory Committee.

    + Provides oversight of all safety and security personnel and collaborates with leader colleagues to ensure that the safety and security needs of our associates, patients, visitors and institution are being met.

     

    Education/Experience Requirements

    REQUIRED:

    + Bachelor’s degree in Emergency Management or related field; master’s degree in business management or healthcare management preferred.

    + 7-10 years of progressive experience in healthcare-related field to include emergency management and preparedness, safety compliance, and program coordination.

    + Prior experience in Emergency Management program oversight, healthcare coalition and regional response activities.

    + Familiar with hospital regulatory agency accreditation body (e.g., DOH, Joint Commission, DNV) related criteria.

    + Analytical skills to evaluate and make recommendations regarding emergency management and environmental safety issues.

    + Ability to design curriculum and lesson plans, coordinate courses, and conduct realistic simulated training.

    + Excellent verbal, written and presentation skills.

    + Completion of Incident Command System (ICS) 100, 200, 700, and 800 training or willingness to complete within an agreed upon timeframe after employment.

    + Proficient with MS Office and able to learn new software applications.
