The LA County Board of Supervisors recently declared a local state of emergency for homelessness (https://file.lacounty.gov/SDSInter/bos/supdocs/176661.pdf?) , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Departmental Chief Information Officer II vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Departmental Chief Information Officer II.
Essential Job Functions
+ Plans, organizes, directs, and evaluates departmental information technology operations and services.
+ Defines long-range IT requirements and recommends priorities, policies, and procedures to support departmental goals.
+ Establishes governance structures to ensure system integrity, interoperability, and alignment with the department’s strategic plan.
+ Oversees the design, development, implementation, and maintenance of automated information systems and enterprise architecture.
+ Develops and enforces IT policies and standards to ensure information security, privacy, and compliance.
+ Prepares and manages the IT budget; recommends resources and evaluates procurement of equipment and contracted services.
+ Directs feasibility studies and evaluates alternatives for system enhancements or re-engineering.
+ Consults with managers and users to identify IT needs, system enhancements, and integration opportunities.
+ Advises leadership on emerging IT trends and their implications for departmental operations.
+ Represents the department in County-wide committees, interagency collaborations, and meetings with federal, state, and local officials.
Requirements
Minimum Requirements
Option I: Graduation from an accredited college or university with a Bachelor's degree* or higher in Business Administration, a discipline related to the core business function of the department; or Computer Science or closely related field -AND-Five (5) years of progressively responsible experience managing the design, development, implementation, operation, and maintenance of large complex information systems in a large, multi-service public- or private-sector organization. This experience must have included the management of both technical information systems functions and administrative functions such as budgeting, finance, and personnel
Option II: Two (2) years of experience, within the last three (3) years, at the level of Los Angeles County's class of Departmental Chief Information Officer I (https://www.governmentjobs.com/careers/lacounty/classspecs/1066445) **
Option III:Seven (7) years of progressively responsible experience managing the design, development, implementation, operation, and maintenance of large complex information systems in a large multi-service public- or private-sector organization. This experience must have included the management of both technical information systems functions and related administrative functions such as budgeting, finance, and personnel.

**Experience at the level of the Los Angeles County's class of Departmental Chief Information Officer I is defined as under executive direction, managing the information technology activities for a medium- to large-sized County department having complex and varied systems; a centralized County department with County-wide system responsibilities; or a large and comprehensive County medical center.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
