Job Summary: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower-level staff
Primary Duties & Responsibilities:
• Manages the Access Management Program Statewide. Supports and provides guidance to the District Traffic Operations Offices and Department as a whole for compliance with GDOT policies for approval of Commercial Driveway and Special Encroachment Permits.
• Reviews and provides recommendations to management for permit requests submitted by the districts on interstate and limited access right of way.
• Coordinates with the Office of Right of Way Property Manager, Management, and the districts for all requests for breaks in limited access right of way.
• Coordinates with the State Traffic Engineer, Director of Operations, Deputy Chief Engineer and the districts for all requests for median openings on GA state routes.
• Coordinates with the Office of Maintenance, Landscape Architecture Unit for all requests which include landscape plantings and/or tree/vegetation removal.
• Manages statewide permit records for all active, released, or cancelled permits, and archived permits per records retention requirements (forever).
• Manages the electronic records transfer project by converting all archived material to database format.
• Manages the QC/QA and Support Assistant Staff.
• Coordinates statewide Race Run Events with Districts and Event Sponsors.
• Maintains and develops Regulations for Driveway and Encroachment Control, “The Driveway Manual”.
• Assists with updates to and development of various Department Policies related to Access Management.
• Provides technical support and expertise to Signal Permitting Program by reviewing signal designs and related documents.
• Provides technical support and expertise to the Operational Improvement Program by assisting Program Manager with review of intersections, alternative analysis, concept sketches, etc.
• Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
Entry Qualifications:
• Bachelor’s degree in a related field and three (3) years of job-related experience; OR an associate degree in a related field and four (4) years of job-related experience; OR one (1) year of experience at position equivalent.
Agency Specific Qualifications:
• Bachelor's degree in civil engineering or civil engineering technology, engineering with a civil specialization, construction engineering or other engineering/engineering technology field of study and two (2) years of job-related experience AND an Engineering -in-Training (EIT) certification.
• Foreign degrees require a complete Equivalency Evaluation by NCEES along with an official transcript.
• Advanced-level working knowledge of traffic engineering principles, methods, policies and procedures.
• Advanced-level engineering experience in design, utilities, construction, or maintenance.
• Possesses a strong knowledge of the organizational structure of the Department and general organizational rules and policies.
• Experience as a lead worker, engineer, or project manager within a work unit or project team.
• Demonstrated excellent leadership skills, with experience motivating and guiding others toward accomplishment of office/Department goals.
• Demonstrated experience developing team spirit and commitment to shared goals.
• Demonstrated experience in reading and interpreting pertinent information on engineering plans, maps, and graphs quickly and accurately.
• Demonstrated experience interpreting, analyzing, and summarizing information for the purpose of writing technical reports related to transportation engineering.
• Demonstrated ability to effectively organize work/projects and establish objectives to achieve priorities.
• Demonstrated ability to effectively manage own priorities setting well-defined and realistic personal goals.
• Demonstrated ability to recognize opportunities to help the organization accomplish its objectives.
• Demonstrated ability to negotiate with others to find mutually acceptable solutions.
• Ability to make sound, well-informed decisions.
• Demonstrated ability to apply innovative solutions to problems creating new methods when established policies/procedures are inapplicable.
• Demonstrated experience in the use and application of basic computer applications such as MS Office Suite and database management programs.
• Demonstrated ability to express ideas and facts to individuals or groups effectively.
• Possesses the physical strength and agility necessary to walk throughout project or area of study.
• Demonstrated ability to work and communicate with managers, coworkers, and external staff in a professional, cooperative manner.

Agency Preferred Qualifications:
• Thorough knowledge of traffic operational principles, methods, policies and procedures in two or more of the following areas: traffic engineering, signal timing/phasing, monitoring and control of signal operation and timing, safety enhancement, citizen complaint investigations, speed zone/radar ordinance coordination, and/or access management
• Previous experience leading a team, managing projects, or supervising employees directly or indirectly.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
