General Description
This is an administrative and technical position, which involves directing the assessment of residential and commercial properties in the City of Rochester. The employee works under the general supervision of the City Assessor. Direct supervision is exercised over first line supervisors and other top level staff. General supervision is exercised over the remaining office staff. Does related work as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
+ Oversees the assignment of personnel to inspect property, assess its value and recommend new assessment of property based on time schedules, personnel capabilities and priority of project;
+ Recommends policies and guidelines to be used by staff in assessing property and disseminating information to the public;
+ Conducts or arranges for staff training regarding proper appraisal techniques, current laws and policies, and other relevant topics;
+ Provides technical assistance to subordinates in the more complex appraisals of industrial, commercial, franchise and special purpose properties;
+ Confers with property owners regarding projected assessments based on property rehabilitation plans and advises owners of any abatement programs available to them;
+ Evaluates staff and general operations of the office to ensure work is done properly and effectively and resources are used in an efficient manner;
+ Prepares budget projections for the Bureau, through the identification of performance indicators, such as workload and demand indicators, with direction from the City Assessor;
+ Reviews performance of bureau personnel, approves leave requests, and executes disciplinary action in accordance with policies;
+ Conducts informational meetings for the public to answer questions about the assessment process and exemptions, and present general information about the Bureau of Assessment;
+ Assists with and prepares narrative and numerical reports for internal and external use, and written communication to other City departments, outside agencies, and property owners;
+ Responds by phone and in-person to questions and complaints from the public about assessment services, such as apparent errors, current assessed value of property, tax exemptions, adjustments of property taxes (eg: cancellation, refund) and program guidelines;
+ Maintains the flow of updated information and reports between the Bureau of Assessment and other organizations, including the Bureau of Data Processing, New York State agencies, the County of Monroe, and private vendors;
+ Coordinates and provides technical and administrative services to the Board of Assessment Review;
+ Serves as Acting City Assessor in the City Assessor's absence.
Minimum Qualifications
High school diploma or G.E.D, PLUS:
I. A) Bachelor's degree in Business Administration or a related area AND
B) Four (4) years of full-time paid experience in an occupation involving the valuation of real property, such as assessor, appraiser, real estate broker, developer or manager. This work experience must include the appraisal of both income-producing property and residential property, two (2) years of which involved supervising a professional staff.
OR
II. Six (6) years of experience as described in I-B above.
