    The primary purpose of this position is to manage the grant funded ECHO Scholars Program, which is brand new and will require start up of activities, development of new RFAs, engaging with MD Anderson faculty interested in applying, developing SOPs and evaluation metrics, as well as performing ECHO training for scholars; in addition to supporting the management and facilitation of Project ECHOs. Directs the full project management lifecycle for new, developing and operational international priority Global Oncology programs/initiatives. Builds and maintains relationships with partnering sites and engages with colleagues from a wide range of backgrounds.

     

    *The ideal candidate will have **experience working with or in a governmental agency at the national or international level and have experience with cancer-related research** .*

    *KEY FUNCTIONS*

    *ECHO SCHOLARS PROGRAM*

    1. Oversee all aspects of the ECHO Scholars program including:

    a. Develop and distribute the Request for Proposals (RFP)

    b. Coordinate the expert committee review and selection process

    c. Provide onboarding, training and support of selected ECHO Scholars

    d. Evaluate and revise above processes as needed

    2. Design and implement an assessment and evaluation process for the ECHO Scholars over their 2-year funding period

    3. Manage communications with the donor including written reports

    4. Oversee ECHO Superhub at MD Anderson activities including training/support of ECHO Scholars, as well as ECHO Leadership at MD Anderson.

    *GLOBAL COLLABORATORATION PORTFOLIO MANAGEMENT*

    1. Develop, maintain, and grow relationships and lead project teams from project planning through execution

    2. Mobilize and manage interdisciplinary teams; define deliverable structure and content; facilitate buy-in of proposed solutions from top leaders at client site

    3. Contribute to the overall team as the relationship liaison, integrator of information and facilitator of knowledge transfer across multiple teams, departments and divisions

    4. Maintain professional and cooperative relationships with potential affiliates, business partners and internal customers. This is done by interacting with a variety of executive level health care and academic professionals and project contacts.

    5. Composes comprehensive reports and presentations with strategic recommendations to share with both internal and external audiences; ensuring deliverables are professional, concise and on time.

    6. Identify, understand, and effectively communicate the needs and concerns of both MD Anderson's senior management and team members as well as external client leadership and team members. This can include business, clinical, and research content.

    7. Demonstrate sufficient knowledge and experience of oncology, the cancer network products and services, and the MD Anderson models of care.

    8. Support planning and execution of annual strategic planning process with partners

    9. Act as liaison across the Institution for clients as well as across the Cancer Network

    10. Create and manage budgets to support client activities and ensure appropriate expense capture and reconciliation

    11. Lead engagement planning to provide on-time, quality delivery of work products; manage engagement economics and risk

    *PROJECT MANAGEMENT*

    1. Provide project management to complex projects utilizing all common project management tools, processes, methodologies, and techniques.

    2. Identify, analyze, and manage project risks, create mitigation plans, escalate barriers, and implement solutions as appropriate.

    3. Integrate all project components, including analyzing data across the institution, vendors, and clients in order to complete necessary tasks and deliverables.

    4. Coordinate, create, and update white papers, business plans, and other reports or deliverables necessary to meet the needs of the department or client.

    5. Manage project budgets to ensure appropriate expense capture and reconciliation support

    6. Manage relationship and act as liaison with external consulting groups

    7. Applies knowledge of the health care continuum to all assigned projects and reflect these in project development and implementation

    *STRATEGY & BUSINESS DEVELOPMENT*

    1. Manage and lead highly complex, enterprise-wide initiatives for Global Oncology

    2. Support contract development and negotiation of external consulting/third-party agreements, including scope development, budget review, and approval process facilitation

    3. Responsible for achieving organizational objectives and maintaining goal alignment by overseeing cross-functional project teams

    4. Co-lead/lead various aspects of Global Oncology strategy from planning to implementation

    6. Support recruitment process and mentoring of Global Oncology team members.

    *EDUCATION*

    *Required:* Bachelor's Degree Health Care, Public Health, Business or related field.

    *Preferred:* Master's Degree Health Care, Public Health, Business or related field.

    *WORK EXPERIENCE*

    *Required:* 7 years Project/program management experience to include two years of direct oversight of complex public health/healthcare programs. or 5 years Required experience with Master's degree.

    *Preferred:* Experience with policy implementation and relationship building along with managing large-scope projects and working in a fast-paced environment

    *OTHER REQUIREMENTS: *Must pass pre-employment skills test as required and administered by Human Resources.
