    Description

    This is a highly responsible, professional position overseeing some of the financial activities of the Solid Waste Department. The successful candidate will serve as a fiscal advisor to the Fiscal Manager and/or Operations Manager, using strong analytical skills and a high level of accuracy.

     

    Responsibilities include management departmental contracts, oversee capital improvement programs (CIP), assist with budgeting, ensure compliance with departmental fiscal procedures, and assist with scale house fiscal processes. This position also involves preparing reports, evaluating staff, and supporting leadership with financial decisions.

     

    Duties and Responsibilities

    Financial Oversight:

    + Serve as fiscal advisor to the Fiscal Manager and Operations Manager.

    + Assist with preparation of the annual operating budget and departmental rate studies.

    + Review and monitor budget performance; recommend budget amendments.

    + Prepare financial reports for various levels of management.

    Contracts & Capital Improvements:

    + Manage all Solid Waste contracts.

    + Oversee all aspects of the Capital Improvement Programs (CIP).

    + Coordinate with Clerk Finance to establish new assets for CIP projects.

    Asset Management:

    + Track and reconcile fixed assets annually.

    + Monitor new, modified, or disposed assets.

    Scale House Operations:

    + Work closely with Lee and Hendry scale house attendants.

    + Maintain databases and review incoming tickets for accuracy.

    + Provide training and guidance as needed.

    + Oversee and update policies and procedures related to scale houses.

    Staff & Administrative Support:

    + Participate in hiring by interviewing applicants and providing recommendations to senior management.

    + Provide input for Fiscal staff performance evaluations.

    + Serve as backup for the Fiscal Manager during absences.

    Procurement & Compliance:

    + Process purchase orders and journal entries.

    + Use County credit card as needed.

    + Verify contract compliance for all invoices.

    + Audit fiscal activities to ensure accuracy and compliance.

    Meetings & Reporting:

    + Attend various meetings as required.

    + Provide guidance to the management team on fiscal matters.

    + Offer insight into county-wide fiscal issues.

     

    Education, Experience, Licensing

    Minimum Qualifications:

    Education & Experience:

    + Any combination of education and experience equivalent to a Bachelor’s degree in accounting, finance, or a closely related field.

    + One (1) year of experience in accounting, bookkeeping, or a related field.

    Licensing:

    + Valid driver’s license with an acceptable driving record.

    Preferred Skills & Experience:

    + Proficiency with:

    + Microsoft Office Suite (especially Excel: pivot tables and charts)

    + JD Edwards E1

    + OnBase

    + Adobe Pro

    + Crystal Reports, MS Report Builder, or similar reporting/query tools

    + Smartsheet

    + Strong communication skills (verbal and written)

    + Excellent customer service and interpersonal skills

    + Ability to prepare clear, concise reports for multiple audiences

    + Ability to establish and maintain effective working relationships

     

    Supplemental Information

    Work Schedule:

    + Hours: Monday – Friday, 8:00 AM – 5:00 PM (or as needed)
