    Summary You will serve as Principal Technical Manager for the Distinguished Engineer/Scientist - Deputy Technical Director in NAVSURFWARCEN IH DIV. Responsibilities You will support the Technical Director’s vision by shaping the Division's technical direction in energetics, ordnance, and EOD systems, driving innovation and influencing investment priorities to meet future Navy needs. You will support the Technical Director with overseeing technical authority, ensuring the consistent application of rigorous scientific and engineering standards across all programs and projects, and influencing technical policies. You will oversee independent technical reviews and provide critical oversight for key programs (including SUBSAFE where applicable), ensuring execution excellence and addressing complex technical challenges. You will coordinate the CTO, Chief Engineer, and Quality Management Office, and lead cross-departmental/SYSCOM solutions for complex challenges, fostering collaboration and integration. You will champion strategic partnerships and represent the Division in external technical activities with SYSCOMs, Warfare Centers, OPNAV, and the Fleet, advocating for NSWC IHD's capabilities and shaping Navy-wide initiatives. You will enable the transition of pioneering S and T efforts into operational capabilities, fostering a culture of innovation and ensuring the Division remains at the forefront of technological advancements. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. MTQ #1: Experience as a technical expert and consultant across areas associated with energetic and EOD RDT&E. MTQ #2: Knowledge of large-scale, complex surface, undersea, air, ground, expeditionary warfare systems and the associated underlying science and engineering disciplines. Knowledge of EOD systems, tools, and methods. MTQ #3 Knowledge of systems engineering concepts, methodologies, and tools. Knowledge of scientific and engineering disciplines as they are used in technical, mission-oriented organizations operating in energetic environments. MTQ #4 Broad technical knowledge of ordnance, energetic materials, and their supporting technologies (e.g. manufacturing, modeling & simulation, test & evaluation, safety engineering, and logistics) as they apply to warheads, rockets, CADs, pyrotechnics & special devices, engagement systems, and related components and/or systems. MTQ #5 Ability to develop and analyze future war-fighting concepts and capabilities. MTQ #6 Ability to develop complex technical strategies and recommendations. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08XX Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) For 1301- Successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For 1320- Successfully completed a bachelor's degree or higher in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. or combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable. Additional Information Senior Scientific Technical Manager (SSTM) positions are positions which exceed the ND-05 (GS-15 equivalent). SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
