Summary:
This position requires a strong background in Light Rail operations Maintenance of Way (MOW) and Maintenance of Equipment (MOE). Instructional knowledge in post-high school level courses in physical science and mathematics desired. Position is academic and practical; candidate is expected to be able to proactively and responsively research and determine the curricula and technical knowledge needed for the NJ TRANSIT Light Rail Maintenance workforce.
This position is charged with facilitating and managing technical training programs in a Light Rail Transit environment for maintenance disciplines. This includes development and administration of technical training programs, evaluation of training program efficacy, oversight of training leadership/staff, and ensuring all NJ TRANSIT Light Rail properties are aligned and consistent with industry standards, compliance, and practice.
Additionally, this position is responsible for the enhancement of craft/technical employee skills, augmenting the knowledge base across the three NJ TRANSIT Light Rail systems. The Assistant General Manager, Light Rail Training will develop strategic plans for Newark Light Rail, while also providing as-needed guidance at Hudson Bergen and RiverLINE to ensure that developmental programs are tailored to meet the performance expectations and rigors as outlined in their respective contracts.
Roles and Responsibilities:

+ Review, develop, administer, facilitate existing Newark Light Rail (NLR) Technical Maintenance Training Plans. Anticipate, design and develop new detailed training plans and curriculums as needs arise. Design and facilitate maintenance training for specialized non-revenue vehicles and Light Rail vehicles, and include all other associated training needs, such as safety, use of hand, hydraulic, power, and specialized tools and equipment. Also responsible for maintaining and updating lesson plans, use of manuals, audio-visual presentations and other training aids, record keeping of completed training, and scheduling of periodic training. Inspect, monitor, and audit technical training programs for Hudson Bergen Light Rail (HBLR) and River LINE (RL) maintenance disciplines to ensure that they meet contract and regulatory requirements, industry standards, industry practices, and trends and to ensure that training standards and content for all NJ Transit Light Rail properties are as consistent as practicable.
+ Collaborate with Agency Safety Management to review all incidents/accidents to determine if the level of training (including remedial training) is appropriate to avoid and/or identify undesirable conditions that precede such events.
+ In concert with Agency Safety Management, thoroughly review and recommend corrective actions as related to technical training for repeated failures.
+ Work with the NLR General Superintendent and Director of Operational training, and others to identify all technical training needs for each discipline, including the development of performance criterium that maintenance employees are expected to sustain. Work with contracted properties to ensure the same standards of performance are maintained.
+ Conduct periodic audits/inspections to ensure that each Light Rail property is compliant with its requisite plans, as related to the integrity of training, i.e., Quality Management System Plan, Operations
+ Collaborate with the Director of QA/QC (as needed) to perform contractor QA/QC technical training, and review/oversight of employee training programs (ex., Blue Signal Training). Aids the coordination of Emergency Response Exercises, Emergency Operations Center, and emergency responder field training activities for all three light rail properties.
+ Responsible for ensuring that new and existing employees are appropriately instructed/tested in all courses; identifies students who do not meet course objectives and ensure they are retrained accordingly.
+ Ensure that all technical training programs comply with labor agreements and contain fair and objective pass/fail criteria.
+ Manages, monitors, and assesses the performance of assigned technical training staff to ensure the effective delivery of all training programs.
+ Coordinates all work with the DGM of Surface Transit Training.
+ Enhancement of craft/technical employee skills, overseeing and conducting training sessions at NLR; effectively provides as-needed oversight, support and guidance of technical training programs at Hudson Bergen and RiverLINE, to ensure that developmental programs are tailored to meet the performance expectations and rigors as outlined in their respective operating contracts, in accordance with industry standards/practices. Ensures methodologies and technologies are transferred to staff in practical manner to ensure that craft personnel are equipped with the latest knowledge and capabilities.

Education, Experience and Qualifications
+ Bachelor’s level degree in an engineering/architectural discipline is a minimum, advanced degree(s) preferred.
+ And nine (9) years of experience in design, development, presentation, and maintenance of various rail related technical training programs.
Knowledge and Skills:
+ Working knowledge of NJ TRANSIT Light Rail Operations, Light Rail Systems and related industry maintenance standards and practices.
+ Advanced technical training knowledge grounded on secondary and post-secondary level courses in physical science and mathematics; knowledge/skills must be applicable to Light Rail maintenance/infrastructure/facilities disciplines.
+ Knowledge and experience designing technical programs with course content based on the objective learning approaches.
+ Ability to conduct training needs analysis (TNA) and address gaps and shortcomings in personnel knowledge through the institution of formal courses and practical training.
+ Prior experience desired in managing career technical education programs for challenged and advanced adults, including program development, implementation, evaluation, and improvement.
+ Excellent verbal and written communication skills are required.
+ Proven ability to develop technical training programs in accordance with NJ TRANSIT Light Rail needs and requirements.
+ Proven ability to develop training goals, schedules, and classroom agenda.
+ Proven ability to develop course content consistent with the learning goals and objectives.
+ Proven ability to develop training materials and execute training sessions via webinars, classroom, or workshops, in groups or individually.
+ Must be able to plan for and administer on-site training as needed, manage training records, analyze and report on progress and performances of the trainees. Observe and assess the outcomes of training programs, determine overall efficacy of programs and make improvements accordingly.
+ Knowledge of rail and/or light rail system nomenclature, electrical/wiring diagrams and schematic reading is required.
+ Must be able to identify location and function of vehicle equipment electromechanical systems and subsystems.
+ Must be able to review, decipher, facilitate form/fit/function for parts, materials, components, and systems applicable to maintenance of way and maintenance of equipment to meet the basic and advanced development demands of railway systems and personnel.
+ Must work with electronics equipment and instruments and have knowledge of how to communicate with specified systems by utilizing a laptop.
+ Experience managing a learning management system and/or online training system highly desired.
+ Must be able to prepare lesson plans, Power Point presentations and training materials, teach in both classroom and industrial field environments using proper teaching techniques, and operate all audio-visual equipment unassisted.
+ Must have a working knowledge of the Microsoft Office suite.
Working Environment:
+ Indoor/Outdoor Industrial, Harsh (hot/cold) weather conditions; ballasted trackage, late night/early mornings, rain, snow, professional office setting, etc.
