    Description

    CITY OF NORFOLK: Department of Public Works, Storm Water Management is seeking to fill two Environmental Specialist II positions to assist with ensuring compliance with all federal, state, and local environmental permits and regulatory mandates. Both Specialist positions will conduct environmental inspections, investigate potential code violations, and conduct emergency spill response. They will be required to maintain accurate and thorough documentation, as it is essential for the regulatory purpose of this position.

    The first position is the person responsible for field investigations to ensure compliance with the City’s storm water Virginia Pollution Discharge Elimination System (VPDES) permit and performs the following requirements:

    + Performs inspections and oversees the maintenance of over 1800 private and public storm water management facilities.

    + This position will ensure inspection reports are entered into the asset management system to ensure adequate documentation to comply with regulatory requirements.

    + Performs water quality monitoring.

    The second position is the person that will ensure compliance with the City’s storm water Virginia Pollution Discharge Elimination System (VPDES) permit by performing construction inspections and performs the following requirements:

    + Preforms Pre-Construction meetings on sites prior to commencement of construction.

    + Perform construction inspections to ensure BMPs are installed according to plan and any deviations are approved by the Storm Water Engineers. Coordinates with developers and oversees the construction of new storm water management facilities as part of the Chesapeake Bay Preservation Act.

    + Performing coordination of As-Built approvals between contractors and engineers.

    + This position will ensure adequate data collection, project management, and reporting during project construction to ensure regulatory mandates are addressed.

    + Performs water quality monitoring.

    + Approves the issuance of Occupancy Permits as necessary for Storm Water compliance.

     

    The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

     

    Departmental Hiring Salary Range: $50,624 - $53,155

    Essential Functions

    Essential functions include but are not limited to:

    BMP Maintenance Inspection & Compliance Position:

    + Performs the City’s storm water management facility or best management practice (BMP) inspection and record keeping program. Requires the ability to read and interpret site plans to accurately inspect BMPs.

    + Performs environmental code enforcement by issuing Notices of Violation or Summonses. Must be able to represent and provide expert, sworn testimony on behalf of the City in court hearings regarding environmental violations.

    + Conducts field inspections/investigations of commercial and industrial properties.

    + Compiles and maintains statistical and performance data.

    + Maintains supporting documentation for annual reporting.

    + Represents the City during state and/or federal environmental audits / inspections.

    + Monitors new or modified environmental regulations or laws.

    + Oversee and/or conduct monitoring and sampling.

    + Conduct presentations and/or environmental training sessions to various groups from City employees to civic leagues, special interest groups, etc.

    + Represents the City on various state, regional, and City environmental committees.

    + Conducts field evaluations and coordinates with stakeholders.

    + Work requires the ability to create letters, correspondence, tracking forms, e-mails, technical reports, and memos.

    + Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.

    BMP Construction Inspection & Compliance Position:

    + Inspect construction projects and perform quality assurance by visiting and inspecting job sites; ensuring compliance with plans, specifications, and state standards; reviewing and interpreting plans, specifications; and conducting final inspections.

    + Participating in pre-construction meetings to outline contract specifications and documentation.

    + Ensures construction compliance with codes and checks for potential safety problems.

    + Examines and evaluates materials furnished and quality of workmanship on site. Rejects components of work that does not follow plans and specifications.

    + Resolves problems by meeting with engineers, consulting with contractors, coordinating with environmental regulatory staff, attending progress meetings, and organizing design changes where applicable.

    + Performs and tracks on-site inspections.

    + Ensures compliance with federal, state, and local standards and specifications. Ensures compliance with the Erosion and Sediment Control Act, the Storm Water Management Law, Proper Traffic Control, and Work Zone Safety.

    + Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.

    Both Positions will be responsible for the following:

    + Ensures compliance with federal, state, and local environmental permits and other regulatory mandates.

    + Provides initial investigative response to reports of illegal activities or citizen complaints which may impact the environment.

    + Understands, enforces, and interprets environmental codes and regulations for spill response, permitting, Chesapeake Bay Preservation Act, wetlands, erosion and sediment control, storm water management and other environmental regulatory programs.

    + Performs code enforcement by issuing Notice of Violations or Summons. Must be able to represent the City in court hearings regarding violations.

    + Performs required training and public education sessions.

    + Responds to spills impacting the storm water system and provides abatement guidance. Also, they are required to mitigate incidental spills.

    + Responds to citizen requests, civic groups, and interdepartmental agencies. Perform duties by providing public information, receiving citizen inquiries and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attending inter and intra departmental meetings and serving on committees.

    + Work requires the ability to read and interpret environmental regulations, laws and permits, construction specifications, contracts, city codes, and technical reports.

    + Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, algebra, and engineering calculations.

    + Walks, stoops, climbs, lifts, traverses’ difficult terrain, construction sites and shoreline areas.

    + Must be physically cable to carry testing equipment and tools without difficulty.

    + Able to lift or remove 50-pound manhole covers.

    + Understand oral and written instructions.

    + Use adequate hearing, vision, and depth perception to safely work on construction sites.

    + Work in adverse weather conditions, including extreme hot and cold temperatures and wet / rainy environments during both emergency and non-emergency conditions.

    + Ability to work in and around water bodies.

    Education/Experience

    Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Concentrations in environmental science, engineering, construction, biology, chemistry, geography, geology, or a closely related field are preferred.

     

    Two years experience in environmental or construction inspection or maintenance.

     

    Additional Information & Requirements

     

    Preferred License(s) and/or Certification(s): Must possess valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.

     

    Must obtain within 6 months of employment and maintain annual Hazwoper-Awareness Level Certification.

     

    Must obtain a Special Police Commission within 6 months of employment.

     

    Must obtain an Erosion and Sediment Control Inspector certification within 1 year of employment.

     

    Must obtain a Storm Water Inspector certification within 1 year of employment.

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
