MITRE’s CENTCOM | SOUTHCOM | JOINT STAFF OPERATIONS Department (N553) in partnership with MITRE’s Nuclear Enterprise Mission Center (NEMC) is seeking a highly motivated and dynamic professional to serve as a cross-cutting integrator within the NC3 Enterprise. This role is pivotal in driving strategic outcomes and mission alignment across MITRE divisions, the NC3 Enterprise Center (NEC), USSTRATCOM, Joint Staff, Service acquisition programs, and other NC3 organizations. The successful candidate will lead enterprise-wide coordination, foster interoperability, and enable strategic transformation of the NC3 ecosystem by bridging operational, technical, and acquisition domains. Specifically, the candidate will be responsible for strategically leading a Nuclear Mission Center outcome and leading the NC2/3 work for the Joint Staff J3.
Role Responsibilities:
Enterprise Strategy & Integration:
+ Lead the development and execution of NC3 enterprise strategies and implementation plans in partnership with the Nuclear Enterprise Mission Center and work leaders across MITRE.
+ Implement a plan with multiple direct work program leads and indirect research pathways to accomplish Nuclear Enterprise Mission Center Goals related to the transition of Department of War and Combatant Command problem statements to acquisition decisions in the Department of the Air Force and Department of the Navy.
+ Drive alignment of NC3 mission priorities across multiple work programs, ensuring cohesive execution and shared outcomes.
+ Identify and champion opportunities for cross-program collaboration, task shaping, and reuse to maximize impact and efficiency across the NC3 enterprise.
+ Capture and synthesize shared value outcomes and objectives from diverse sponsors to inform enterprise strategy and guide solution development.
Stakeholder Engagement & Collaboration:
+ Serve as a primary integrator between operational and acquisition stakeholders, facilitating communication and collaboration to bridge gaps and align objectives.
+ Build and sustain relationships with internal teams and external partners, including USSTRATCOM, Joint Staff, Service acquisition programs, and other NC3 organizations.
+ Lead and facilitate Technical Exchange Meetings and collaborative forums to refine enterprise strategies and drive consensus.
+ Leverage broad knowledge of the C2 and C3 of Nuclear Systems to create engagement strategies with senior government stakeholders for the purpose of creating shared value chains across organizations.
Technical Leadership & Enterprise Architecture:
+ Apply a senior principle level of expertise in operational processes, existing and planned capabilities and systems, and mission engineering methodology to lead or contribute to enterprise-level analysis, prototyping, architecture development, and other technical initiatives that advance NC3 capabilities for all stakeholders.
+ Support the development of Joint Systems design documentation and key architectural artifacts to capture and communicate operational requirements across the enterprise and specifically contribute to the advancement of the NMCS.
+ Establish robust analytical and data-driven foundations to inform enterprise-wide operational requirements and future capability investments for NMCS, NEC and NC3 Programs of Record.
Governance, Planning & Interoperability:
+ Conduct comprehensive technical reviews of NC3 governance documents to ensure alignment with enterprise operational objectives.
+ Define and execute technical approaches for enterprise-level planning, including the NMCS Level-three Plan and annexes.
+ Provide actionable recommendations to MITRE stakeholders supporting Service, Agency, and Department sponsors to navigate the new Mission Engineering Integration Activity, Joint Acceleration Reserve, and Military Service Requirements processes described in the 20 August JCIDS rescission memorandum for the purpose of getting acquisition commitments on necessary capabilities.
+ Incorporate knowledge of Department of War and Service corporate processes to ensure that analysis, architecture, and other technical products across projects in the Nuclear Enterprise Mission Center are shaped to be delivered to the correct audience using data to submit recommendations that are appropriate to the governance process.
+ Support joint, interagency, and coalition interoperability efforts by developing CONOPs, TTPs, business processes, data models, and conducting mission and threat analyses.
+ Collaborate with stakeholders to enhance interoperability and ensure alignment with Chairman’s C2 programs, initiatives, and efforts.
Operational & Technical Assessments:
+ Conduct independent and collaborative analyses of the DoD’s NC3 enterprise, including systems, networks, processes, and procedures.
+ Identify gaps and shortfalls in NC3 performance and propose enterprise-level mitigations to address deficiencies.
+ Evaluate operational impacts of NC3 gaps and shortfalls within the National Military Command System (NMCS) and subordinate components.
Ideal Candidate Profile:
+ Demonstrated experience in enterprise strategy, cross-functional coordination, and technical integration within the NC3 and broader C2/C3 domains.
+ Proven ability to lead complex initiatives across diverse stakeholder groups and drive mission alignment.
+ Strong analytical, communication, and collaboration skills with a track record of delivering impactful enterprise solutions.
Note: position is sponsor-facing with a requirement to be on site four days a week, with workspace provided in the Pentagon.
Basic Qualifications:
+ Typically, a BS in Operations Research, Computer Science, Electrical Engineer, or Mathematics and 12 years of experience in NC3 or related field; or Masters and 10 years of experience, or combination or education and related experience.
+ Active Top Secret clearance with the ability to obtain and maintain a TS/SCI
+ Strong analytical skills with experience in operational and technical assessments of command and control (C2)/C3 systems.
+ A deep understanding of NC3 systems and their critical role in national security is required for this role.
+ Knowledge of the National Military Command System (NMCS) and its components.
+ Ability to identify gaps and shortfalls in operational performance and propose effective mitigations.
+ Experience in developing CONOPs, TTPs, and business processes to support joint, interagency, and coalition interoperability.
+ Strong verbal and written communications skills with the ability to engage stakeholders in technical forums and meetings.
+ Background in mission and threat analysis for C2/C3 programs and initiatives.
+ This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
+ Masters or PhD in OR, CS, EE or Mathematics and 15 years’ experience in NC3 or related field
+ Active TS/SCI
+ Experience working with the Joint Staff or other DoD organizations.
+ Technical expertise in systems engineering, network analysis, or related fields.
+ Familiarity with emerging threats and evolving operational concepts in the C3 domain.
