    Custom Job Purpose:

    This position exists to perform highly responsible functions and tasks relating to the retiree insurance benefits programs of the School Board of Polk County including, but not limited to, enrolling and orienting retired employees regarding benefit programs, and paying insurance carriers for coverage. Works closely with staff , regarding employee and retiree insurance matters including preparation of coverage materials, claim payments, and enrollment procedures and benefit system programming.

     

    Essential Functions of this Job

     

    Acts as team leader with others in the department in the handling of matters regarding retiree group health insurance, retiree life insurance, coverage questions, Section 125 changes, premium collections and payments, and payroll deductions. Serves as a additional support for active employee insurance administration assistance.

     

    Processes new and current retired employees for enrollment into all health care benefits, makes dependent changes or other status changes to benefits coverage, orienting retired employees regarding programs and coverage, and overseeing enrollment intake activities.

     

    Provides routine and specialized retired employee benefits information to, and responds to inquiries from, employees, retirees, carriers, physicians, attorneys, and others for a variety of subjects, including, but not limited to, benefits coverage, eligibility, claims procedures, medical leaves, and disability status.

     

    Assists with various special projects related to assigned functions.

     

    Adjusts discrepancies, ensuring proper charging of costs to offset funds spent for insurance coverage and including payroll charges for district's share of benefits costs.

     

    Provides exceptional customer service functions to internal and external clients, vendors and with all levels of staff.

     

    Assists employee beneficiaries with life insurance and accidental life claims.

     

    Processes short and long-term disability information for all new claims, facilitates employment information relating to insurance claims, maintaining and updating appropriate records, transmitting payroll information to insurance carriers.

     

    Serves as an intermediary between employees, insurance carriers, third-party administrators, and agents to resolve problems.

     

    Develops, prepares, maintains a variety of routine or specialized correspondence, documents, reports, files, and records related to assigned functions.

     

    Operates desktop computer hardware and software including spreadsheet and word processing programs, entering and maintaining related data into accounting, human resources and payroll information systems.

    Knowledge, Skills and Abilities:

    Experience working with the administration of group benefit plans, including Department of Labor (DOL), Internal Revenue Service (IRS) and Health Insurance Portability and Accountability Act (HIPAA) regulations.

     

    Willingness to provide outstanding customer service, and positive interpersonal and communication skills. Ability to communicate effectively, with a variety of audiences, orally and in writing, including electronic media.

     

    Proficient skills using Human Resources Information Systems (HRIS).

     

    Strong computer skills and proficiency with Microsoft software. Strong analytical and problem-solving skills with attention to detail.

     

    Ability to work well with others, value and appreciate differences, and be a strong team member.

    Education, Experience and/or Certification/License Requirements

    A combination of education, training and experience which clearly demonstrates possession of knowledge, skill and abilities detailed in knowledge, abilities, and skills section. A typical qualifying background would include a minimum of three (3) years experience related to group employee benefits and/or health insurance programs with a focus on self-funded health plans.

    Work Context:

    Requires sitting and some standing, walking and moving about to coordinate work. Requires face-to-face discussions and contact with students, individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public.

    Physical Environment:

    Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
