Promotion may be extended NTE up to five (5) years, may be noncompetitively made permanent or terminated at management's discretion. Upon completion, if you are not made permanent, you will be returned to former or comparable position at the same grade, step, and pay you would have attained if you had not received the temporary promotion. The following are the duties of this position at the full working level. Assists the Director in planning, organizing, and/or leading efforts to evaluate exceptionally complex plans and proposals for projects involving broad areas of work processes, operations practices, and integration between various functional areas. Represents Criminal Investigation in conferences with top echelon personnel of other IRS Divisions, Chief Counsel, and the Department of Justice, for the purposes of developing and coordinating investigative plans and programs having multi-divisional and inter-agency impact. Develops strategic planning initiatives and makes policy determinations for Criminal Investigation to combat cybercrime as it relates to e-commerce and tax evasion using advanced technological methods. Develops, identifies, and analyzes data required for use in Internal Revenue Manuals (IRM), National Criminal Investigation policy and program statements, and various guidelines and instructions. Evaluates programs, cases and projects for which responsibility has been assigned, determining where problems may exist and identifying areas for improvement. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD96470 Visit the IRS SPD Library to access the position description. A 1-year probationary period is required (unless completed). Submit to a drug test prior to appointment & random drug testing while you occupy the position - drug test with negative results is required. The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a Top Secret Security Clearance. Obtain & use a Government-issued charge card for business-related travel. The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns. Current tenure policy applies. Carry & use a firearm. Maintaining firearm proficiency is also mandatory. you will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside. Complete or have previously completed the required courses/training program at the Federal Law Enforcement Training Center, Glynco, GA. Complete a pre-employment medical exam (including vision, hearing, cardiovascular & mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demand duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency. Agree to work an average of two extra hours per day. Law Enforcement Availability Pay has been approved to compensate for unscheduled duty in excess of the 40-hour workweek. Commuting distance for Law Enforcement Availability Pay (Required). IAW Title 5 CFR 550.182(d) the agency must determine that a criminal investigator is generally/reasonably accessible to perform unscheduled duty based on the needs of the agency. The provisions of Treasury Directive 74-06 Home-to-work Transportation Controls paragraph 3(d) require that special agents reside within 50 miles of their official duty station to be considered for Home-to-Work transportation (only granted/waived by Treasury). Possess a valid state motor vehicle operator's license upon appointment & maintain a valid license while you occupy the position. Sign a mobility agreement. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator. AND Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
