    The Treasury Office encompasses the University’s central financial functions, including external and internal lending, cash and institutional forecasting, banking, and accounting operations. The External Debt team, reporting to the Senior Associate Treasurer for Debt Management and Analytics (DMA), manages the University’s external debt portfolio and evaluates campus loan requests that support UW’s mission.

     

    The University’s internal loan portfolio ($2.0 billion) and external debt portfolio ($2.5 billion) are critical in enabling the University to fulfill its mission of education, research, and service. The **_Assistant Treasurer of Internal Lending_** plays a key leadership role in overseeing the Internal Lending Program (ILP), ensuring financial sustainability, supporting capital project development, and safeguarding the University’s fiscal health.

     

    Duties & Responsibilities

    Program Leadership & Operations

    + Provide strategic leadership of UW’s $2B Internal Lending Program and $750M commercial paper program

    + Oversee portfolio operations, accounting, compliance, and reporting to ensure accuracy, transparency, and fiscal sustainability

    + Lead, mentor, and develop a professional team, fostering a collaborative and inclusive workplace culture

    + Develop and maintain financial models, forecasts, and policies to support decision-making and align with best practices

    Financial Risk & Capital Project Support

    + Lead financial due diligence, risk analysis, and proforma development for capital projects, advising campus leaders and the Board of Regents

    + Structure and monitor financing agreements, ensuring covenant compliance and early identification of borrower risks

    + Support financial stability planning for units experiencing fiscal stress and serve as primary credit analyst for campus borrowers

    Stakeholder Engagement & Compliance

    + Build relationships with internal borrowers, senior administrators, and campus partners

    + Serve as liaison to external stakeholders including rating agencies, investors, bond counsel, and financial institutions

    + Ensure compliance with tax-exempt debt regulations and other financing requirements

    + Prepare clear, actionable reports and presentations for the Board of Regents, campus leadership, and external audiences

    Innovation & Special Initiatives

    + Oversee elements of the CoMotion Tech Transfer portfolio, including review and negotiation of startup agreements and advising on legal protections

    + Provide financial analysis and project management support for institutional initiatives and strategic planning

    + Contribute thought leadership on innovative funding strategies, risk management, and long-term financial planning

    Required Qualifications:

    + Bachelor's degree in Business, Finance or Accounting, or related field and 5 years of experience in finance or associated field (e.g. investment banking, rating agency, financial analysis). To include: 3 or more years of experience in creating and maintaining complex financial models in Excel, and 2 years of experience of progressive responsible leadership/management experience; demonstrated commitment to developing others to become leaders

    + Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree

    + Proficiency with Microsoft Suite

    + Strong analytical skills and ability to work with, synthesize, and summarize complex data

    + Proven ability to balance strategic thinking with hands-on execution in financial operations, risk analysis, and program management

    + Ability to manage multiple concurrent projects and prioritize effectively in a fast-paced, deadline driven work environment

    + Detail-oriented with strong work ethic and ability to work independently and collaboratively

    + Excellent communication and presentation skills, with the ability to convey complex financial concepts

    + Strong interpersonal and relationship-building skills

    + Ability to partner, collaborate, and take initiative in large complex institutional challenges as well as day-to-day process improvements

    + Demonstrated experience in working with diverse groups, stakeholders, and teams; collaborative, inclusive, and service-oriented style and the ability to foster a culture of excellence, accountability, and teamwork

    Desired qualifications:

    + Familiarity with the University, higher education and/or University systems

    + Experience with credit analysis, external debt issuance and loan origination

     

    Compensation, Benefits and Position Details

    Pay Range Minimum:

    $95,400.00 annual

    Pay Range Maximum:

    $150,000.00 annual
