About the Role
SENIOR PROGRAM MANAGER
Reporting to the Program Director, in TB&T's Project Management Unit, this position is responsible for managing and delivering all aspects of complex transportation related infrastructure programs of various scale and through different phases of design, procurement and construction at multiple facilities.
The selected candidate will provide supervision, guidance and leadership to the project management staff assigned to those programs.
Responsibilities
Specific responsibilities and functions are included as follows but not limited to:
+ Deliver the Capital Plan. Monitor progress, reprioritize and develop offset plans as appropriate.
+ Work closely with senior staff across service departments to resolve potential problems before they become significant issues impacting the ability to deliver capital and operating projects.
+ Work closely with facility General Managers, Physical Plant Managers, TB&T Asset Management units and Engineering Department in project prioritization and programming capital and operating plans.
+ Oversee the delivery of monthly progress reports, capital and operating program forecasts, and project status updates on key projects for the executive staff. Ensure internal and executive Agency level reporting is prepared on a timely basis while ensuring information is consistent and accurate.
+ Work closely with Agency Media Relations and Government & Community Affairs (GOCOR) staff to anticipate and mitigate local community issues from projects.
+ Provide guidance to program and project managers on key policy and Agency executive issues.
+ Ensure that all material prepared for Board authorizations is accurate, delivered on time and is of high level of quality.
+ Ensure all presentations prepared for the Capital Planning Oversight Committee and Agency Executive Management are accurate, thorough and of high quality.
+ Review and finalize Full Time Equivalent (FTE) resource analysis and balance workload among the project management staff across the Unit.
+ Evaluate staff performance and set realistic performance goals for program managers. Review goals and performance for project managers.
+ Assist the Program Director in accomplishing the Unit’s day-to-day tasks and responsibilities, including during his/her absence, attend meetings, make program/project related decisions, review and sign documents and respond to senior/executive management requests, etc.
Minimum Qualifications
+ Bachelor’s Degree in Engineering, Architecture, or related discipline from an accredited college or university.
+ A minimum of seven years of progressively responsible program management experience in delivering complex transportation related infrastructure programs of various scale and through different phases of design, procurement, and construction.
+ Applicants must meet all performance and attendance standards and have completed all probationary periods.
Desired Qualifications
+ Demonstrated experience in fields of project management, engineering design, architecture, and construction including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
+ Demonstrated knowledge of physical plant/assets, analysis of problems and obtaining the necessary requirements and incorporating project specific requirements from the various stakeholders.
+ Proven ability to manage projects of varying complexity and to effectively utilize limited available resources to achieve goals and mitigate project risk utilizing risk management protocols.
+ Thorough knowledge of construction principles and techniques to monitor contractor performance earned value as appropriate to ensure project success.
+ Demonstrated knowledge of the principles, methods, and tools for developing, scheduling, coordinating, estimating, and managing projects and resources, including monitoring and/or inspecting costs, work, and contractor performance.
+ Substantive knowledge of Port Authority policies and procedures related to project management systems, administration, the capital authorization and agenda review processes and document control.
+ Demonstrated extensive experience in managing and influencing diverse work groups and project teams.
+ Demonstrated knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development.
+ Demonstrated ability to develop strategies to achieve broad business goals and to understand the impact on various stakeholders within and outside the Port Authority.
+ Excellent oral and written communication skills and interpersonal skills including presenting to larger groups of stakeholders to advance projects.
+ Possess a valid Driver's license.
+ Professional Engineer or Registered Architect license in New York or New Jersey is desired.
+ Project Management Professional (PMP) certification is desired
