Nevada County is seeking aChief Appraiserto join our Assessor Management Team! This full-time position will contribute to the department's long-term development and manage appraisal activities within the Assessor Office. The Chief Appraiser plans, prioritizes and directs the operation of the valuation division and has oversight of real and personal property appraisal processes.
Examples of Duties
+ Plans, organizes, evaluates, selects, trains, assigns and advises the work of staff responsible for the appraisal of real and personal property for tax purposes
+ Reviews the work of subordinates to ensure adherence to appraisal procedures; conducts field reviews and resolves differences of opinion between property owners and appraisers
+ Reviews and analyzes legislation, case law and other regulations which may impact the Assessor's office; assists in preparing policies, procedures and forms consistent with new laws; communicates changes to staff
+ Conducts staff meetings
+ Prepares a variety of written reports and correspondence as needed
+ Represents the Assessor before the Assessment Appeals Board
+ Assists in providing a variety of information to the public regarding property appraisal procedures, policies and methods; answers the more technical questions regarding assessments
+ Prepares reports required by state and federal law
Education and Experience Required
A Bachelor’s degree with major coursework in accounting, business or public administration, economics or a closely related field is required, and two years of experience at a level comparable to Nevada County's classification of Senior Appraiser. Experience related to the appraiser function which will have provided the knowledge and skills outlined above may be substituted for the college education on a year-for-year basis to a maximum of two years.
Possession of a California State Board of Equalization Advanced Appraisal Certificate is required upon hire.
Incumbent in this class reports directly to the Assessor and Assistant Assessor and is involved in developing strategic long-term plans of the Office. Incumbent has responsibility, through subordinates, for appraisal activities, to supervise staff assigned to the County's Assessor Office and to coordinate the day to day operations of the division. Retirement
The County is a member of the CalPERS retirement system and also provides the opportunity for voluntary contributions to a 457 deferred compensation account through Nationwide by way of pre-tax and Roth payroll deductions.
