    The position functions has full responsibility for the organization and supervision of the Division of Motor Vehicle’s (DMV's) fiscal and budget operations, internal audit operations, purchasing and procurement, contract administration and Federal grants administration, as well as other support service and data functions. This position works independently to solve complex business problems requiring a considerable amount of knowledge relating to DMV's fiscal, budget, and business processes and reports directly to the Chief Operating Officer. The purpose of this position is to provide direction to professional, managerial, and support staff within Business Operations in support of the delivery of services for all of DMV. Work involves providing leadership in setting agency goals and objectives for the units within Business Services; working with other senior leadership in resolving similar programmatic issues; representing DMV with other government and legislative officials as needed; setting priorities and provide administrative and policy direction to subordinate staff that affect operations of the Business Operations as well as other sections within DMV; strategic planning with internal and external stakeholders to determine the needs of Business Operations units through gathering and analyzing data, including trending analysis to determine the feasibility, functionality, logistical and financial considerations needed to make programmatic recommendations. Business Operations is responsible for oversight and control of DMV's $140+ million budget including receipt and appropriation funded cost centers.

    The Business Operations section encompasses the following major responsibilities:

    + Budget and Financial Oversight

    + Audits 140 Contract License Plate Agencies (LPAs)

    + Audits 114 Driver License Offices (DLOS)

    + Audits 850+ Online Dealers

    + Human Resources Liaison

    + Special Projects

    + Title VI Complaints

    This position directs the daily operations and oversees the following sections:

    + Quality Control Unit

    + Crash Management Unit

    + Plate Distribution

    + Mail Operations Unit

    + Data Management Unit

    + Accountability Unit

     

    This position is responsible for: creating, controlling, identifying, documenting, and developing efforts to refine business process; aligning business processes with best practices to enhance agency operations; identifying gaps and developing quality control methods; analyzing data and developing useful reports; developing plans and programs to support continuous process improvement. This position aids in development, coordination and implementation of local, state, and federal programs and services for the purpose of regulating the motoring public; serves as an advisor/consultant regarding North Carolina Motor Vehicle Laws and Regulations and proposed legislative changes affecting the Business Operations Section.

    Minimum Education and Experience Requirements

    Bachelor’s degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
