    Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Resource Manager - Cyber Directorate with an active TS/SCI security clearance to support KITS and our government customer at the Pentagon, Arlington, VA.

    The Resource Manager plays a critical role within the DoD CIO Cybersecurity Directorate, responsible for meticulous planning, execution, and oversight of the office's internal budget, which includes a complex portfolio of over 15 contracts totaling more than $100 million annually. This position requires deep expertise in DoD financial management, contract funding processes, and budget execution reporting. The Resource Manager will develop and maintain the annual spend plan, create comprehensive funding packages, ensure compliance with all applicable regulations, and provide timely and accurate budget execution reporting to senior leadership. This role is essential for ensuring the Directorate effectively utilizes its resources to achieve its cybersecurity mission.

    Responsibilities:

    Budget Planning and Spend Plan Development:

    + Develop and maintain the Directorate's annual spend plan, aligning resource allocation with strategic priorities and operational needs.

    + Forecast future budget requirements based on program objectives, contract obligations, and anticipated changes in requirements.

    + Monitor budget trends and identify potential funding shortfalls or surpluses.

    Contract Management and Funding Package Creation:

    + Prepare comprehensive funding packages for contracts, including the creation of Independent Government Cost Estimates (IGCEs), Performance Work Statements (PWS), and DD Form 7600a (Military Interdepartmental Purchase Requests - MIPRs).

    + Develop all necessary documentation required to initiate a MIPR/Purchase Request (PR).

    + Work closely with contracting officers to ensure timely and accurate contract execution.

    + Track contract funding obligations and expenditures.

    Funding Determination and Compliance:

    + Possess in-depth knowledge of Research, Development, Test & Evaluation (RDTE) and Operations & Maintenance (O&M) funding rules and regulations.

    + Determine the appropriate "color of money" (funding type) for each funding package, ensuring compliance with DoD regulations.

    + Advise program managers on proper funding strategies to maximize the effective use of resources.

    Budget Execution and Reporting:

    + Execute the Directorate's internal budget, ensuring timely and accurate processing of funding requests.

    + Work with SES-level leadership to provide monthly budget execution reports, highlighting key performance indicators and identifying potential risks or opportunities.

    + Review and analyze budget execution reports from various sources.

    Financial Execution Monitoring and Compliance:

    + Monitor budget execution performance against OSD benchmarks and identify areas for improvement.

    + Develop and implement corrective action plans to address any budget execution shortfalls.

    + Ensure compliance with all applicable DoD financial management policies and regulations.

    Stakeholder Collaboration:

    + Collaborate with program managers, contracting officers, and other stakeholders to ensure effective resource management.

    + Serve as the primary point of contact for budget-related inquiries from within the Directorate.

    Documentation and Record Keeping:

    + Maintain accurate and up-to-date records of all budget transactions and documentation.

    + Ensure compliance with all applicable record-keeping requirements.

    Process Improvement:

    + Identify opportunities to streamline budget processes and improve efficiency.

    + Develop and implement best practices for resource management.

    Required Qualifications:

    **Security Requirement:** Active TS/SCI security clearance.

    **Education:** Bachelor's degree.

    Experience:

    + Minimum of 15 years of experience in DoD financial management, budget execution, or contract funding.

    + Proven experience in creating and managing funding packages, including IGCEs, PWSs, and DD Form 7600a.

    + Significant experience with MIPR/PR preparation and processing.

    + Demonstrated experience in developing and executing spend plans.

    + Experience in preparing and presenting budget execution reports to senior leadership.

    Knowledge and Skills:

    + Expert knowledge of DoD financial management policies, regulations, and procedures.

    + In-depth understanding of RDTE and O&M funding rules and regulations.

    + Strong analytical and problem-solving skills.

    + Excellent communication, interpersonal, and presentation skills.

    + Proficiency in financial management software and Microsoft Office Suite (especially Excel).

    + Ability to work independently and as part of a team.

    + Ability to manage multiple priorities and meet deadlines.

    Security Requirement:

    + TS/SCI security clearance.

    Desired Qualifications:

    + Certified Defense Financial Manager (CDFM) or other relevant certification.

    + Experience with DoD financial management systems (e.g., Defense Agencies Initiative (DAI) ).

    + Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.

    + Experience in developing and implementing process improvements.

    + Experience briefing senior leadership on budget-related topics.
