    Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Senior Program Analyst - Cybersecurity Budget Execution with a TS/SCI security clearance to support KITS and our government customer at the Pentagon, Arlington, VA.

    The Senior Program Analyst plays a critical role in supporting the DoD CIO in overseeing and evaluating the execution of the Department's multibillion-dollar cybersecurity budget. This position will conduct in-depth analyses of budget execution across various DoD Military Components, DISA, NSA, and select 4th Estate agencies, focusing on key cybersecurity capability areas, including Zero Trust Implementation, Cryptographic Modernization, Post-Quantum Cryptography (PQC), Cyber Security Service Provider (CSSP) capabilities, and Operational Technology (OT) security. The analyst will analyze budget execution and provide recommendations to improve resource allocation, enhance cybersecurity capabilities, and inform long-range planning. This position directly contributes to the CIO's ability to effectively manage the cybersecurity budget, ensure strategic alignment, and certify budget requests for future Program Objective Memorandum (POM) cycles.

    Responsibilities:

    Budget Execution Analysis:

    + Conduct comprehensive reviews of budget execution data from DoD Military Components, DISA, NSA, and select 4th Estate agencies related to cybersecurity initiatives.

    + Analyze spending patterns, identify variances between planned and actual expenditures, and assess the effectiveness of resource allocation.

    + Develop and maintain dashboards and reports to track budget execution progress across key capability areas.

    Deep Dive Capability Area Assessments:

    + Lead and execute annual deep dives into critical cybersecurity capability areas, including:

    Zero Trust Implementation:

    + Analyze progress towards achieving Zero Trust architecture goals.

    Cryptographic Modernization:

    + Evaluate the implementation of modern cryptographic algorithms and technologies.

    Post-Quantum Cryptography (PQC):

    + Assess the progress of PQC research, development, and deployment initiatives.

    Cyber Security Service Provider (CSSP) capabilities:

    + Analyze the effectiveness and efficiency of CSSPs in providing cybersecurity services.

    Operational Technology (OT) security:

    + Evaluate strategies and investments to protect critical infrastructure and OT systems.

    + Conduct meetings with stakeholders and gather data to assess program performance, identify challenges, and recommend solutions.

    Performance Measurement and Reporting:

    + Develop and maintain metrics to track the performance of cybersecurity programs and initiatives.

    + Prepare briefings, reports, and presentations for senior leadership on budget execution, program performance, and areas for improvement.

    IT/CA Mapping and Alignment:

    + Analyze the mapping of cybersecurity investments to the IT/CA budget structure.

    + Ensure alignment between budget requests, strategic goals, and operational needs.

    + Identify gaps and recommend adjustments to improve resource allocation.

    Long Range Planning and Budget Certification Support:

    + Contribute to the development of Issue Papers and other planning documents to support long-range cybersecurity strategies.

    + Provide recommendations for studies to inform future year planning and resource allocation decisions.

    + Support the CIO's budget certification process by providing data-driven analysis and recommendations.

    Collaboration and Coordination:

    + Collaborate with stakeholders across the DoD, including budget analysts, program managers, and technical experts.

    + Coordinate with external agencies, such as OMB and GAO, on budget and program oversight matters.

    + Maintain strong working relationships with key stakeholders in the Military Components, DISA, NSA, and 4th Estate agencies.

    Other Duties:

    + Perform other duties as assigned in support of the DoD CIO's cybersecurity mission.

    Required Qualifications:

    **Security Requirement:** Active TS/SCI security clearance

    **Education:** Bachelor's degree in a related field (e.g., Cybersecurity, Computer Science, Finance, Economics, Public Policy) required; Master's degree preferred.

    Experience:

    + Minimum of 15 years of experience in program analysis, budget execution, or financial management, preferably within the DoD.

    + Demonstrated experience in cybersecurity program management and budget oversight.

    + Experience with IT/CA budget structures and processes.

    + Experience conducting performance analysis and utilizing data to inform strategic decision-making.

    Knowledge and Skills:

    + Strong understanding of cybersecurity principles, technologies, and threats.

    + In-depth knowledge of DoD budgeting processes, policies, and regulations.

    + Proficiency in data analysis, spreadsheet software (e.g., Excel), and database management.

    + Excellent communication, interpersonal, and presentation skills.

    + Ability to work independently and as part of a team.

    + Strong analytical and problem-solving skills.

    + Ability to manage multiple projects simultaneously and meet deadlines.

    + Familiarity with Zero Trust architecture, cryptographic modernization, PQC, CSSP, and OT security concepts is highly desirable.

    Desired Qualifications:

    + Certifications such as PMP, CISSP, or CISM.

    + Experience with data visualization tools such as Tableau or Power BI.

    + Familiarity with DoD cybersecurity policies and standards (e.g., NIST Cybersecurity Framework).

    + Experience with congressional budget processes and reporting requirements.
