Duties Description The Bureau of System Modernization within the Office of Health Insurance Programs is seeking a qualified Business Systems Analyst 2 (Health). This role will support the planning, coordination, and implementation of data and IT infrastructure as it relates to the AHEAD (Advancing Health Equity through All-Payer Health Equity Approaches and Development) Model – a CMS initiative aimed at transforming health care systems through multi-payer alignment and a Total Cost of Care approach. This role plays a critical part in bridging programmatic needs with technical solutions. The incumbent will work with data analysts, data engineers, subject matter experts, and external partners to document evolving requirements, support system modernization, and ensure business needs are accurately translated into system functions and data products. The position will support the development and delivery of required data solutions for total cost of care, primary care spend, and quality metric target setting and reporting, and others. The incumbent will be responsible for identifying and developing standard process and procedure changes related to the unit supporting AHEAD model initiatives. The position requires strong skills in business analysis, stakeholder engagement, eliciting and translating business needs, and coordination of system development. Primary Responsibilities:• Coordinate health information system planning and support data infrastructure needs specific to the AHEAD Model.• Collaborate with cross-functional teams to track and define roles and responsibilities for the development and operations of data ingestion and product development across multiple Offices and Program Units.• Facilitate meetings to identify, document, and validate business and functional requirements for data ingestion, integration, and use in downstream products.• Draft and review business system documentation, including requirements documents, process flows, data maps, and other educational materials to support program staff and product end users.• Develop and refine processes related to the ingestion, management, and usage of health data, considering the evolving needs of the AHEAD Model.• Identifying, developing, and implementing changes required to support AHEAD model initiatives integration into Bureau processes.• Establish and monitor project timelines and milestones, ensuring alignment with program goals and funding timelines.• Assist in procurement-related tasks connected to data systems and infrastructure supporting the AHEAD Model.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.Non-Competitive Minimum Qualifications:Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.""""""""""""""""Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.***Experience must have been in a large health care facility; health related governmental entity; health insurance company; large health care provider organization or employer; or experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency, or a New York State Local social services district or county including administration of government sponsored medical assistance programs. Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of a business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.**Information regarding IIBA Certification can be found at: http://www.iiba.org/Certification/certificationlevels.aspxExamples of non-qualifying experience include but ARE NOT limited to:-Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.-Responsibility limited to forms design and changes to forms.-Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.-Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.-Development of instructional materials and classroom training. -Help desk duties including troubleshooting, resolving user issues, and providing customer service.Competitive Minimum Qualifications:Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.Preferred Qualifications: • Strong understanding of public health data systems and data governance.• Experience working in a cross-divisional, multi-disciplinary project teams in a government or healthcare related setting.• Ability to facilitate complex stakeholder discussions and synthesize technical and non-technical requirements.• Proficiency in creating business process models, data flow diagrams, and similar documentation.• Familiarity with CMS programs, especially the AHEAD Model or Total Cost of Care approaches, is a plus.
