Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Central New York Field Office. Under the general direction of the AOT Compliance Coordinator, the Mental Health Program Specialist 2, G-23 position in the Field Office, Assisted Outpatient Treatment (AOT) Unit will work with Care Coordination providers to help them with their compliance with reporting systems, reconciliation of data between systems, and to provide technical assistance related to information gathering and oversight support. Knowledge of community service systems to assist providers who are helping people to transition from institutions into more independent settings is a critical skill/function. Knowledge of NYS’s AOT program and how it can help high risk/need individuals maintain community living in the most independent setting possible is also a critical skill/function.Specific duties include, but are not limited to, the following:• Provide oversight and monitoring of the Assisted Outpatient Treatment (AOT) Programs and Enhanced Voluntary Agreements (EVAs) in their geographic area as well as technical assistance and customer relations to the Local Governmental Units (LGU’s) and providers, utilizing clinical knowledge and skills.• Provide content expertise and coordination assigned program areas including but not limited to AOT, EVA, and Forensic Services in the geographic area as well as technical assistance to providers and LGUs.• Assist in coordinating and conducting service verifications of programs court ordered to provide treatment and support to AOT recipients.• Assist in fielding applicable related complaint calls in designated program areas i.e. AOT, EVA, Forensic. • Provide education to recipients, families, providers, and legal entities on regarding Kendra’s Law, the purpose of AOT services for high-risk/high-need individuals, as well as EVAs and other Forensic service areas. • Assist with data entry, data review, and follow up including but not limited to AOT legal documents, EVA documentation, Significant Event reports, and statistical reports provided by LGU’s and providers.• Interface with licensing and program units regarding programs that serve individuals in assigned program areas for coordination of care purposes. • Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law, and interpret OMH policy as it applies to specific situations involving State and local providers who implement AOT, EVAs, and Forensic services in their communities.• Coordinate with localities, other State entities, OMH PCs, providers, other relevant entities, and the individual involved, in the investigation and resolution of concerns and complex cases.• Coordinate with LGU efforts around system of care, resource gaps and needs and county planning.
Minimum Qualifications Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND and three years of professional clinical or administrative experience in a mental health program. Please provide a copy of your eligibility letter with your application.Non-Competitive Minimum Qualifications Under the NY HELPS Program:To be eligible for appointment, candidates must have: A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
