Duties Description The Developmental Disabilities Operations Director 1 (Director of Capital Finance) will support the Division of Fiscal Policy and Management (DFPM) by overseeing the day-to-day operations of the Real Property-Capital Finance Bureau. Real Property -Capital Finance is responsible for all aspects of leasing, buying, and renovating properties that support programs and services funded and licensed by OPWDD. Under the Associate Commissioner of Fiscal Management, the Director of Capital Finance will: · Provide day-to-day oversight of several teams within the Bureau, directly or indirectly supervising up to 22 employees whose duties include:o Reviewing and approving Prior Property Approvals (PPAs) establishing financial support for voluntary provider capital requests.o Working with OPWDD Development Staff and the Department of Health's Bureau of Mental Hygiene Rate Setting (MHRS) to ensure appropriate reimbursement for not-for-profit providers.o Managing a leased property portfolio of over $30 million.o Supporting the Ancillary Reimbursement team in reviewing claims for over 400 day habilitation programs and applicable residential programs to ensure reimbursement through DOH MHRS.o Completing appraisals and fair market rent studies in support of PPA requests.o Maintaining various property databases and preparing and reporting on the Bureau's performance as neededo Analyzing capital refinancing proposals for existing Voluntary Operated sites, including related cost savings for reinvestment purposes.o Reviewing and processing Option Agreements, Feasibility Requests and related vouchers to OPWDD Community Funding.· Implement expense control procedures in compliance with established NYS Division of Budget (DOB) Guidelines, thresholds and caps. · Cooperate with external auditors in verification of property disbursements.· Liaise with all various NYS agencies, including DOB, Dormitory Authority of the State of New York, Empire State Development, etc.· Review draft capital regulatory and policy changes to ensure effective oversight of the capital financing process.· Evaluate owned and leased occupied and vacant properties in conjunction with Division of Administration to identify and assess cost-effective options for re-use, consolidation, sale, etc.· Represent OPWDD's interests with non-profit providers licensed and funded by OPWDD.· Provide information and recommendations to Executive Leadership, Deputy Commissioner for DFPM, and Associate Commissioner for DFPM regarding property proposals. Telecommuting policy will be discussed at interview. PREFERRED QUALIFICATIONS:· Proficiency in Microsoft products including Outlook, Word, Excel and Access.· Documented experience in reviewing requests for capital reimbursement. Minimum Qualifications There is currently no Civil Service eligible list for this title. Transfer:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Provisional:Candidates who meet the following qualifications may be qualified for a provisional appointment. To qualify, candidates must have had one year of permanent service in a New York State administrative, fiscal, or programmatic title allocated to SG 29/M-3- OR -two years of permanent service in an administrative, fiscal, or programmatic title allocated to SG 27/M-2- OR -a bachelor's degree and seven years of experience in the delivery of services to individuals with intellectual and/or developmental disabilities. Two years of this experience must have been at a managerial level. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
