    Duties Description About Audit Services:Our audits focus on efficiency and effectiveness of operations, evaluation of internal controls, and compliance with DMV policies and procedures, V&T Laws, and Commissioner's Regulations. We are members of the Institute of Internal Auditors (IIA) and follow IIA Standards. We perform compliance audits of the following:• Motor Vehicle offices (state, county, and central support offices)• Trucking company registrations• Vehicle dealerships and partner offices (e.g., AAA’s)• Traffic Violation Bureaus (ticket and conviction processing)• Department functions or systems (using data analysis techniques)Job Duties:• Learn about the exciting world of auditing!• As a Trainee, assist on various audits with a small group as you learn.• As an Internal Auditor, perform audits alone or with a group, using established, step-by-step, audit programs.• Research how data analysis can be used to develop continuous auditing techniques. • Learn systems used by DMV and Audit Services.• Assist with creating and updating audit programs. • Be a part of a dedicated team, committed to promoting and enhancing internal controls in everything we do.Travel, Telecommuting, & Hours:• Travel is about 10%.• Most audits involve no travel. For those that do, we may travel as a group or alone, depending on the type and scope of the audit. • Most travel are day trips. Occasional travel (one to four times per year) may involve overnight hotel stays up to 4 nights a week for one or two weeks. • Travel is limited to the areas associated with each office of Audit Services. Our offices are in Albany, Buffalo, Garden City, Rochester, and Syracuse. This allows us to cover the entire state without extensive travel. • Auditors must have a valid NYS driver’s license in good standing, and use of a personal vehicle if a state vehicle or rental is unavailable. • Once established as a Trainee, up to 50% telecommuting may be allowed. • Flex time allowed. Choose a start time between 7:30 am and 9:00 am, and end time between 3:30 pm and 5:00 pm.• Work hours may change when auditing onsite or with a group.Training:As members of the IIA, we receive at least 40 hours of continuous professional education (CPE) credits annually. Areas of instruction include auditing, internal controls, fraud detection, data analysis, report writing, and more! We encourage auditors to explore their own interests within the field of auditing, too.

     

    Minimum Qualifications NY HELPS*:To be eligible for the Internal Auditor 1, G-18 or Internal Auditor Trainee, G-NS position you must meet one of the following conditions as detailed below:For Internal Auditor 1, G-18:A bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation and two years of professional experience in conducting internal audits; financial statement audits; compliance reviews; or program research, review, and appraisal.For Internal Auditor Trainee 2, G-NS (Equated to G-16): A bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation and one year of professional experience in conducting internal audits; financial statement audits; compliance reviews; or program research, review, and appraisal.For Internal Auditor Trainee 1, G-NS (Equated to G-14):A bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation.Substitution:A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview. Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-12 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period. 55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
