    _About the role of Digital Program Manager III_

     

    The **_Digital Program Manager III_** provides program and project leadership for assigned digital products and experiences, ensures 24/7 technical support, meeting Premera’s service guarantees and SLAs, and mentor other digital program managers on the breadth of considerations on Premera systems and tools. This Program Manager will develop strong relationships with other teams as well as partner with the sales, marketing and product teams, and Information Technologies teams to drive the execution for multiple complex digital experiences. This role and platform enables our Marketing teams to operate with greater independence, accelerate campaign execution, and better align with evolving market demands—ultimately driving a more impactful and timely digital experience.

     

    This role is a critical component of keeping up the integrity and stability of these sites, along with managing all timely legal/compliance-related requirements (accessibility of web content and video, privacy and support of the digital tracker mandate), marketing, communications, and content updates.

    _What you’ll do_

    + Guide the definition, organization and documentation of complex digital products and systems that cross multiple platforms and require in-depth knowledge of how inter-related systems work together. Create, manage and present technical marketing strategies and roadmaps that iteratively deliver business value. Ensure key insights and knowledge of product interactions are considered in overall product management and align product objectives with sales and marketing targets. Take steps to simplify requirements as appropriate.

    + Serve as product owner for complex, high-visibility digital solutions. Determine iteration objectives and manage priorities. Utilize data from interactions, research and networking along with expertise on broad range of organization systems, applications and tools to contribute to defining and prioritizing user stories with acceptance criteria and prioritization of sales objectives.

    + Research and evaluate emerging technologies to identify innovative technical marketing solutions, including video platforms, web delivery systems, AI tools, and analytics frameworks. Document findings and integrate them into strategic planning.

    + Act as leader within the team providing influence and direction to contributing staff members and assist teams with understanding the complexity of internal and external organizational systems, interrelated digital experience, and sales objectives. Lead multiple projects and development efforts simultaneously.

    + Identify the cross-functional impacts on internal/external systems or processes and develop and implement plans to mitigate risk.

    + Independently manage backlog while partnering with sales and marketing leaders, and product managers to align on priorities, MVPs and iterations. Advise contributing members of the team and digital program managers on backlog management decisions.

    + Partners with business units, IT and other departments as needed to ensure successful implementation and ongoing business and systems support when appropriate.

    + Conducts research and interviews subject matter experts to create "As-is" and "To-be" process flows. Applies critical thinking to evaluate cross functional dependencies.

    + Ensure all government, regulatory, and healthcare industry compliance requirements are met and problem-solve compliance requirement questions and concerns as appropriate.

    + May assist with training and oriented new staff to team.

    + Recommend process improvements when identified.

    + Other duties as assigned.

    _What you’ll bring:_

    + Bachelor’s degree in a related area or four (4) years equivalent work experience. (Required)

    + Seven (7) years’ experience in an environment researching technical or business problems with product owner responsibilities and in-depth business analyst experience. (Required)

    + Seven (7) years’ experience managing development teams in a sales and marketing team focused organization. (Required)

    + Four (4) years’ experience working with Digital Asset Management platforms, Content Management systems, WordPress, Google analytics, and Adobe analytics. (Required)

    + 10+ years of senior program and project management experience working cross-functionally with operations, sales, marketing product and IT. (Preferred)

    + Knowledge of web development tools, various web technologies and platforms including WordPress, HTML5, JavaScript, Algolia search technologies, Dynatrace monitoring, and WordPress plug-in management. (Preferred)

    + Experience using web data tracking tools, business analysis and reporting. (Preferred)

    + Prior experience delivering software products and services in an agile development environment. (Preferred)

    + Experience managing developers and technical staff. (Preferred)

    + Experience providing leadership and guidance to less experienced teammates. (Preferred)

    + Demonstrated skill to aggregate information, requirements, or data in a coherent manner. Demonstrates clear and concise documentation skills.

    + Ability to apply analytical, problem solving and / or technical abilities to daily responsibilities.

    + Effective communication skills both verbally and in writing. Ability to present to a wide range of audiences including executive leadership.

    + Demonstrated experience working on multiple concurrent projects while meeting deadlines.

    + Proven ability to work both independently and as a member of a team.

    + Experience establishing and maintaining effective work relationships.

    + Excellent facilitation and elicitation skills with ability to work with all levels of staff.

    + Ability to create compelling and effective visualizations.

    + Experience working across complex organizations.

    + Experience leading complex enterprise projects with several integrations across multiple teams.

    + Ability to navigate ambiguous business requirements to arrive at digital product solutions and plan recommendations.

    + Demonstrated knowledge and experience in understanding sales and marketing objectives and translate into focused technical requirements for execution.

    + Work is performed within a normal office environment with ambient temperatures.

    The pay for this role will vary based on a range of factors including, but not limited to, a candidate’s geographic location, market conditions, and specific skills and experience.

     

    The salary range for this role is posted below; we generally target up to and around the midpoint of the range.

    National Plus Salary Range:

    $109,000.00 - $185,300.00
