Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Drive and operate the controls of railroad maintenance vehicles to repair and maintain railways. Responsibilities Drive and operate the utility controls of flanged wheel railroad repair equipment to perform a specialized segment or limited range of railroad maintenance. Operate rail or track liner vehicles to align, space, and surface straight track and simple curves. Operate mobile spike driving and tie pulling equipment to drive spikes into ties on both sides of both rails, to space ties, and to remove and inset ties. Perform basic operators' maintenance on the equipment being used. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Railroad Maintenance Vehicle Operator ~ without more than normal supervision. Perform common duties operating the utility controls of flanged wheel railroad repair equipment to; Perform railroad maintenance such as rail alignment of straight and curved sections of track; tie replacement, spacing and spiking; and ballast maintenance; Operate rail or track liner vehicles, mobile spike driving and tie pulling equipment or ballast regulators, and perform basic operator maintenance on the equipment being used. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT Moderate to heavy physical exertion is required in operating machines and tools used on track maintenance and in loading and unloading track materials (ties, rail, switch parts and other hardware). Operators also typically lift and move heavy items weighing 80 pounds and more. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts. WORKING CONDITION The operator is exposed to a wide range of weather, and temperature conditions, high noise levels, fumes and odors from fuel, exhaust, lubricants, creosote, and possible accidents. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Installation Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position may require Overtime work. This position may require Shift work and/or Rotating shifts. This position may require you to wear Personal Protective Equipment and/or clothing. Position may be filled as a Term Appointment NTE 1 year 1 day. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position, to the additional information section.
