ICBVI is a state agency which has been serving Idahoans since 1967. The agency assists blind and visually impaired persons to achieve independence by providing education, developing work skills, increasing self-confidence, and helping them remain employed or prepare for employment.

Summary:
The Rehabilitation Services Chief (RSC) for the Vocational Rehabilitation program provides strategic leadership and oversight for ICBVI’s Vocational Rehabilitation program, ensuring the delivery of high-quality vocational rehabilitation and support services to blind and visually impaired individuals across Idaho. This may include providing determining eligibility, providing counseling and guidance and creating an Individual Plan for Employment which may include training and other services to assist them in preparing for and acquiring employment.
An ideal candidate will have excellent written and verbal communication skills.
Responsibilities:
Program Management and Oversight
+ Develop operating policies and procedures and implement vocational rehabilitation (VR) programs to ensure efficient delivery of services
+ Set goals and objectives for the VR program
+ Evaluates program progress and ensures compliance with federal methods of program evaluation
+ Manages and counsels staff, reviews client case records for appropriate vocational goals and required documentation
+ Hire, train and evaluate staff including assessing staff training needs and developing training plans
+ Develops and submits ICBVI’s State Plan and is the director for the ICBVI portion of the WIOA (break out abbreviation) State Plan
+ Oversees program budget, allocated resources and ensure cost-effective operations
+ Writes grant applications to obtain funds for special programsDevelops cooperative agreements with other agencies to provide client services and benefits
+ Compiles and analyzes data to determine client needs and ensure uniform application of policies and procedures
+ Prepare reports for federal and designated oversight bodies in accordance with specific deadlines and reporting periods
+ Supports employers by assisting and providing guidance on hiring blind and visually impaired individuals
+ Acts as part of the ICBVI management team and works collaboratively with all other programs and managers
+ Serves as the agency liaison with the Commission on Rehabilitation Counseling Certification (CRCC)
+ Conducts legislative activity as required for ICBVI including but not limited to monitoring & assessing needs for potential code amendments, coordinating submission of code changes to appropriate contacts, etc.
Public Relations
+ Attends meetings and conferences regarding blindness and vocational rehabilitation
+ Makes presentations to civic groups and professional organizations regarding Commission programs
+ Confers with federal and state audit officials
+ Establishes and maintains liaison with other agencies
+ Educates and trains employers on blindness and accommodations

Minimum Qualifications:
Considerable knowldege of:
+ Vocational rehabilitation service planning
+ Federal and state laws, regulations, and guidelines governing vocational rehabilitation programs
Good knowledge of:
+ Social and economic conditions and problems faced by the rehabilitation process and consumers
+ Managing budgets
Experience:
+ Managing staff
+ Managing & evaluating vocational rehabilitation programs to determine effectiveness and compliance with laws and regulations
+ Interpreting and applying laws and regulations
+ Writing, updating, and developing policies, publications, and procedural manuals
+ Making public presentations
Preferred Qualifications:
+ Knowledge of blindness and other disabilities and barriers to employment related to disabilities
+ Master’s degree in Rehabilitation Counseling and to be a Certified Rehabilitation Counselor (CRC)
+ Knowledge of Idaho’s legislative process
