The Idaho Department of Fish and Game (IDFG) is currently seeking a full-time Purchasing Agent. This position is within our Administration Bureau. It is located at our Headquarters office situated adjacent to the Boise Greenbelt, the MK Nature Center, and Kristin Armstrong Municipal Park in Boise.

Responsibilities:
+ Supervision, monitoring, and control of all purchasing material items in excess of $15,000 within the Department
+ Operates under the delegated authority of the Division of Purchasing, to directly facilitate the bidding and procurement of services/supplies up to $150,000 or less
+ Hiring, training and evaluating staff
+ Developing operating budgets
+ Developing internal purchasing policies and procedures
+ Ensuring the Department's compliance with all of the State's purchasing policies
+ Supervision of the mail room, grounds and building maintenance (including security) for the headquarters facilities
+ Primary contact for all statewide property leases
+ Coordinates temporary access to HQ, parking permits
+ Determines product, equipment, and service requirements
+ Prepares specifications, selects vendors, and requests written bids/telephone quotes on purchases within delegated authority and Reviews and evaluates bids, records bid information including vendor price, payment terms, delivery
+ May prepare bid and RFPs that may include value analysis, life cycle costing and weighted value procedures for purchases that are processed through Division of Purchasing
+ May review, evaluate and recommend bid award to Division of Purchasing
+ Advises users on legal requirements and policies and procedures established for procurement and about product and service availability and specification preparation
+ Maintain all procurement contracts for end of life/renewals and amendments
+ Maintain all exemptions, working closely with DOP for renewals and approvals
+ Requests information about products and services
+ Analyzes quality, price, source of supply, delivery date, shipping charges and final cost
Minimum Qualifications:(All qualifications listed below are required. To be considered for this position, applicants must meet the minimum experience and/or education standards as outlined in each of the typical qualification guidelines. + Considerable knowledge of public/governmental purchasing procedures. (Typically gained by successful completion of coursework toward a degree in purchasing or related courses in economics, contract laws, accounting, and business administration and at least one year of purchasing experience working with a governmental or public entity OR at least two years of equivalent experience with a governmental, quasi-governmental or public entity.)
+ Experience using contracting principles and related legal terminology (Typically gained by at least one year of experience working on the planning & development of contracts and agreements, using contracting principles, and related legal terminology; OR course work in general business management, contract or business law, accounting, finance, or economics, and has experience working on the planning & development of contracts & agreements, using contracting principles, and related legal terminology.)
+ Experience preparing and evaluating written specifications that include value analysis, life cycle costing, and weighted value. (Typically gained by at least one year of experience preparing & evaluating specifications using described methodologies.)
+ Experience supervising staff. (Typically gained by at least one year of supervisory experience that required work assignment, direction, and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.)
+ Experience interpreting and applying laws, rules and regulations. (Typically gained by at least one year of experience interpreting and applying laws, rules, and regulations,)
+ Experience using a personal computer. (Typically gained by at least one year of experience using a computer.)
