    Summary Statement

    Help shape the future of Boise’s water resources by leading the City’s innovative Recycled Water Program. Based at our brand-new water facility site, this role combines strategic planning, engineering, permitting, and program administration with the opportunity to solve complex technical challenges and build community trust. You’ll guide high-level projects and public engagement efforts that ensure a reliable water supply for our community - today and for generations to come. Working under general direction, you’ll have the independence to drive critical planning, design, and implementation activities while making a lasting impact on Boise’s sustainable future.

    Required Knowledge, Experience, And Training

    + Bachelor’s degree in civil or environmental engineering, project management, construction management, or a closely related field

    + 8 years of increasingly responsible engineering experience in the practice of complex project development and engineering project and program management with experience managing complex public works projects, and experience supervising employees,

    + or an equivalent combination of education and/or experience

    Licensing And Other Requirements

    + Valid state-issued driver's license.

    + Professional Engineer (PE) license from the State of Idaho or if licensed in another state, ability to acquire an Idaho license through the State of Idaho within six (6) months of hire date or,

    + Construction Manager (CM) license from the State of Idaho or if licensed in another state, ability to acquire an Idaho license through the State of Idaho within six (6) months of hire date or, PMP certification from the Project Management institute or ability to acquire within six (6) months of hire date.

    Applicants must be able to pass:

    + City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

    Essential Functions

    Manages the work of professional, technical and/or other staff; determines the organizational structure, staffing needs and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organizational goals and objectives.

     

    Oversees and coordinates all planning, engineering design and construction activities related to the Recycled Water Program. Manages pilot testing, recycled water capital improvement projects, repair and maintenance, budget planning and resource planning. Oversees and conducts engineering studies to evaluate methods and the feasibility of proposed or ongoing projects and to establish solutions to existing field problems. Plans, develops and manages assigned staff, consultant and contractor scopes of work. Manages budgets, schedules and final work products related to the program development. Provides issue analyses and develops resolutions for technical permit applications.

     

    Coordinates alternative delivery projects such as progressive design build, construction manager at risk (CMAR), and public private partnerships. Coordinates, integrates and implements the development and execution of the Recycled Water Program into the city’s Capital Investment Plan (CIP), business plans and objectives by current city program management policies, standards and procedures for capital programs. Provides guidance, support, analysis and recommendations on environmental planning, permitting and strategic integration of this program within the city’s long-term water supply portfolio and the CIP. Participates in special events and media interviews.

     

    Functions as the city’s lead point of contact and industry expert for the Recycled Water Program from a facility planning, development and implementation standpoint. Coordinates and negotiates with various external agencies, project partners, stakeholders and private entities. Collaborates with city leadership, elected officials and others, providing information and updates to the mayor and council, media and regulators.

    Requirements

    Additional Required Knowledge, Experience, And Training

     

    Knowledge of:; principles and techniques of budget and project management; engineering contract administration; program planning and organization principles; computer usage, including related software; project management; design and construction contracting methodology and negotiation of contracts; principles and practices of civil and/or mechanical engineering as it relates to planning, design and construction of public works projects; preparation, review, approval and interpretation of engineering plans and specifications; and interpretation and compliance with related laws and ordinances.

     

    Ability to:; lead multi organizational teams; plan and direct the work of engineering personnel, including technicians and contractors; analyze information, identify alternatives and develop sound conclusions; effectively communicate complex technical information in both written reports and verbal presentations to individuals with varying degrees of technical skill; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Master’s degree in civil, structural, mechanical engineering or a closely related field and twelve years of management experience in the practice of public works engineering or program management including experience in planning and directing complex projects.

     

    Experience with Clean Water Act permitting (IPDES), recycled water permitting, and groundwater recharge permitting.

     

    Demonstrated experience with complex systems, wastewater treatment process, wastewater collections hydraulics, land survey, land development and/or sewer.

     

    Knowledge of statutes, ordinances and regulations governing engineering practices and procurement.

    While performing the duties of this job the employee is rarely lifting/carrying up to 20 pounds. Also, the employee is rarely pushing/pulling up to 35 pounds. The noise level is rarely moderate. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

    Working Environment

    The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals.

     

    This position works: weekend, shift and holiday work may be required, as projects or emergencies dictate.
