    The Northrop Grumman Microelectronics Center has openings for two Sr. Principal Supply Chain Subcontract Specialists working in our Annapolis Junction, MD or Linthicum, MD facility. The successful candidates will source and procure specialized goods and services, from cradle to grave such as executing NDAs, negotiating Teaming Agreements, reviewing SOWs/Tech Docs, issuing RFPs, analyzing proposals, evaluating commerciality claims, approving source justifications and technical evaluations, completing price/cost analyses, negotiating T&Cs/pricing/schedule/GR&A/etc., awarding and modifying subcontracts, preparing compliant procurement audit files in accordance with FAR and company policies, etc. These positions are contingent upon funding.

    Specific duties include:

    + Responsible for contractual management for the supplier.

    + Responsible for source selection from contract proposal to execution phases.

    + Coordinates and collaborates with key stakeholders such as contracts, finance, engineering, quality, supplier development, planning, operations, program and end-users.

    + Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

    + Prepare bid packages, conduct conferences, analyze and evaluate proposals, negotiate subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

    + In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

    + Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

    + Manage the performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

    + Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensure that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.

    Basic Qualifications:

    + Bachelor's degree and a minimum of 8 years of supply chain, procurement, business management and/or related experience with a minimum of 5 years in supply chain; will consider a minimum of 12 years of supply chain, procurement, business management and/or related experience in lieu of a Bachelors degree with a minimum of 7 years of supply chain

    + Experience with the government acquisition process with a strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements, such as Defense Federal Acquisition Regulations (DFARS).

    + US Citizenship

    + Ability to obtain and maintain TS/SCI clearance

    Preferred Qualifications:

    + SAP experience

    + Experience with Mission Systems Supply Chain policies and procedures.

    + Experience in supply chain management on a major program in defense and/or management in development or production projects

    + Experience interfacing with executive leadership

    + Experience in Earned Value Management

    + Experience in multiple contractual types (ie FFP, CPFF, CPIF etc)

    + Active Top Secret/SCI clearance

     

    Primary Level Salary Range: $108,400.00 - $170,300.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
