Position Summary
This position is accountable for the implementation of District projects for the utility through overseeing and ensuring the completion of planning, implementation, monitoring, and turnover of project efforts that utilizes the Grant PUD Project Management Framework and project management best practices. Manages project managers, project coordinators, construction managers, construction inspectors, project controls specialists, supervisors, analysts, and other staff as assigned while advancing the Enterprise Project Management Office (EPMO) Project Management Framework. Provides resources, removes barriers, develops different areas of organization, and clarifies expectations. Provides project oversight in a manner that decreases project delivery risk to produce safe and quality outcomes efficiently. Delivers project results that are aligned with organizational strategy. Serves as the primary contact for project management services and practices for the section of the business represented by their respective department (within and external to the EPMO). Provides briefings to business leadership on project and project portfolio performance.

Essential duties and responsibilities may include, but are not limited to, the following:
+ The EPMO Manager will manage implementation of assigned projects, collaborate effectively with team members and stakeholders, and lead through influence in a complex, matrixed environment. This position is accountable to ensure utilization of the EPMO’s Project Management Framework and industry best practices.
+ Directs EPMO department staff to ensure alignment with deadlines, financial targets, compliance requirements, project development, technology, contracts, and risk management.
+ Leads the design, implementation, and ongoing improvement of the EPMO function, including educating staff and stakeholders on District project management processes and procedures.
+ Supports the continual maturity advancement of the EPMO in various capacities including as an active member of the EPMO management team, leading strategy development of their respective department, representing the EPMO internally and externally as directed, and participates and contributes to the development of project management standards, processes, and tools.
+ Leads the growth and development of the staff within their respective EPMO department, hires, develops, and supervises EPMO staff - Grant PUD employees and contracted resources. Supports, trains, and mentors staff on project management and as appropriate organizational change management and continuous improvement.
+ Directs, mentors, and trains Grant PUD staff and holds staff accountable in the appropriate application of project management standards and processes.
+ Accountable for the delivery of major projects through the EPMO (ranging from approximately one to hundreds of millions of dollars)
+ Ensures projects are appropriately planned and project managers are prepared and capable prior to beginning the execution phase of a project and/or the District committing to contracts or similar which create risk situations for the District.
+ Oversee and may administer contracts with consultants and contractors.
+ Facilitates coordination among a large group of individuals, including managers, supervisors, and staff in many different departments; works cohesively with these individuals to identify, plan, and deliver various projects; provides dependency management across projects and programs; organizes meetings; provides program and project status updates.
+ Tracks project performance and acts as a primary liaison between Project Management staff and upper management; provides project budget information to the Utilities’ budgeting team; monitors project related business and operating risks; reduces project risk through common practice and quality assurance.
+ Collaborates and coordinates internal and external to the EPMO to provide management and tasking of shared resources, selection of project delivery methods by project, and development of alternative project delivery methods appropriate to a project.
+ As appropriate, assist with developing project proposals. Review and approve all project proposals for all assigned EPMO projects within their respective department.
+ Maintain skill sets and awareness of best practices for project management.
+ Support the portfolio management function to develop and manage their respective program plan/roadmap, ensuring projects within the program are sequenced to address dependencies.
+ Work to ensure that process improvement and change management are appropriately addressed for assigned projects.
+ Creates a work environment that provides fair and equitable treatment of employees, respect among peers and supervisors, effective communication and collaboration and fosters a positive working atmosphere.

+ Supporting the presence of safety in your department (e.g. include safety messages in business conversations; begin meetings as appropriate with a safety minute).
+ Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.).
+ Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).
+ Acknowledging compliant safety behaviors and good safety performance from members of your team(s).
**Required Qualifications** (Education, Experience, Licenses & Certifications):
+ Bachelor’s Degree in Project Management, Engineering, Science, Construction Management, Business, Communications, Organizational Development, or related field OR 2 additional years of relevant experience in lieu of degree.
+ Seven (7) years project management experience which includes two (2) years of people leading experience or leading cross-functional projects/teams.
+ Possess the following certifications:
+ Project Management Professional (PMP) at time of hire or within 18 months of hire--AND--
+ Prosci Change Management certification at time of hire or within 12 months of hire.
**Preferred Qualifications** (Education, Experience, Licenses & Certifications):
+ Two (2) years of supervisory and/or department management experience
+ Agile Project Management certification
+ Certified Associate Project Management Certification (CAPM)
+ Prosci Change Management Certification
Other Knowledge, Skills, and Abilities
+ Knowledge of project management principles and staff; organizational policies and procedures; department policies and procedures; federal and state rules and guidelines; general financial analysis.
+ Skill in managing a multi-million dollar budget that includes large capital projects; effectively managing an operational unit and or department with diverse responsibilities, and multiple employees and contracted support; EPMO processes and protocols preferred; prioritize work to meet tight schedules and demanding targets while delivering high quality products: effectively managing competing priorities and reconciling divergent expectations; presentations, group discussions, and individual conversations with a broad range of audiences; such as elected commissioners, the general public, regulatory agencies, senior management, and subordinates; work under pressure, collaborate effectively, and lead discussions on a cooperative basis; ability to effectively work and discuss issues with people on an adversarial basis within the boundaries of an effective working relationship; solving problems, making sound decisions and implementing effective delegation; planning, scheduling, coordinating, budgeting, administering and delegating to get programs moving and accomplish goals while working in a coordinated manner with all other departments; leadership, adaptability, flexibility, evaluation of employee performance and behavior, conflict resolution; utilizing MS Office products, project management software, tools, and applications.
