TheWorkforce DevelopmentConsultant serves as a strategic connector, aligning the efforts of workforce, education, economic development, and social service partners. The position facilitates partnerships, bridges silos, and ensures alignment across systems to support a unified, employer-responsive workforce ecosystem. Acting as a primary workforce liaison, this position assists partners in delivering results through shared strategy and coordinated action.
The position functions as a strategic liaison, implementation lead, and workforce concierge, coordinating efforts between local workforce development boards, employers, educational institutions, economic development organizations, and state agencies. The position ensures that workforce initiatives are integrated, data-informed, and focused on improving labor force participation and economic competitiveness.
The Office of Workforce Development (OWD) is a key division of Louisiana Works, managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.

Minimum Qualifications
Seven years of experience in workforce development, administrative services, or social services; OR
Six years of full-time experience in any field plus four years of experience in workforce development, administrative services, or social services; OR
A bachelor's degree plus four years of experience in workforce development, administrative services, or social services; OR
A master's degree plus three years of experience in workforce development, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Concierge and Strategic Leadership
+ Serve as a lead representative of the Louisiana Works, convening partners to design and execute aligned, relevant workforce strategies.
+ Maintain consistent communication with employers, education institutions, economic developers, social service providers, and local workforce boards to ensure collaboration and alignment.
+ Guide employers and institutions in navigating programs, priorities, and funding streams.
+ Stakeholder Engagement and Technical Assistance
+ Organize and facilitate strategic roundtables, workshops, and workforce summits—acting as a neutral convener for joint problem-solving and shared goal setting.
+ Elevate local innovations and identify systemic challenges, serving as a feedback loop between the field and agency leadership.
+ Ensure a “one door” experience for employers and community partners by providing a consistent, connected interface to workforce services.
+ Advanced Strategic Coordination
+ Act as a “translator” between employers and public systems, ensuring employer needs are communicated and addressed through collaborative solutions.
+ Support the alignment of workforce investments with high-demand industries and high-value credentials, working across systems rather than within a single program.
+ Other Duties
+ Perform additional responsibilities as assigned.
+ Ability to travel up to 50% of the time may be required.
