Position Summary Information
General Summary
TheManager, Water & Sewer Development Designis responsible for ensuring the overall technical accuracy and quality of design projects involving water and sewer extensions, overall management of comments for preliminary plans, and maintaining links with the development community. The Manager, Water & Sewer Development Design acts as the WSSC Water liaison with the county agencies for development projects, maintaining a working knowledge of the overall framework for planning and design of water and sewer services to new developments.
Essential Functions
+ Supervises, employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Reviews and directs review of water and sewer design plans and assists by providing inputs on complex development under review
+ Refers any code/design criteria uncertainties to the development services division manager for final approval
+ Works with other manager to manage the development services process
+ Assigns Section members to particular projects and teams and monitors staffing levels
+ Coordinates use of expert resources
+ Monitors project quality, system integrity, cycle time and cost
+ Responds to development-related inquiries and resolves escalated disputes
Other Functions
+ Participates in ad-hoc Committees to address technical issues related to the building industry association’s requests
+ Participates in setting of performance standards, collects data to measure performance, compares results with standards and takes corrective action to close performance gaps
+ Assists the division manager in developing long-term strategies to enhance the quality of the development services process
+ Acts as the development services division manager when designated
+ Reviews conceptual water and sewer plans
+ Performs other related duties as required
Work Environment And Physical Demands
Work is performed in a business casual work environment.
Required Knowledge, Skills, And Abilities
+ Thorough knowledge of the development services process
+ Thorough knowledge in review of proposed water and sewer design
+ Familiar with the counties’ water and sewer ten year plans and the master Plans
+ Familiar with WSSC Water Design Manual and Standard Specifications
+ Excellent verbal and written communication skills
+ Ability to make quick and informed decisions
+ Knowledge of GIS
+ Knowledgeable in review of proposed water and sewer projects, water resources planning, water and sewer design, systems construction and analysis of data
Minimum Education, Experience Requirements
+ Bachelor’s degree in Civil, Sanitary, Environmental, or other related engineering fields
+ 6+ years of experience in planning, design, design review, or construction of water and sewer lines
+ 2+ years of hydraulic engineering and/or design review
OR
+ High School diploma or equivalent
+ 10+ years of experience in planning, design, design review, or construction of water and sewer lines
+ 2+ years of hydraulic engineering and/or design review
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
Preferences
+ Registration as a Professional Engineer (PE) in the State of Maryland
+ Supervisory experience
Salary$135,814 - $231,251
